About this file

This is a Q&A response document for DEA RFQ Amendment 0001 addressing contractor questions about the Emergency Support Function #13 Disaster Readiness Course solicitation (15DDHQ25Q00000114). The document resolves three key contractor concerns regarding site compliance and facility requirements for training DEA Law Enforcement Strike Teams.

The responses clarify that site visits must be completed by August 8, 2025 (not August 18 as inconsistently stated), with the government planning to extend both site visit and RFQ due dates via amendment. Contractors may source equipment such as vehicles, chain saws, swift water boats, and safety equipment from outside vendors rather than maintaining it on-site, but must provide evidence of equipment availability and have third-party vendors pre-approved by the government. Regarding facility requirements, the government shows flexibility on the live-fire shoot house requirement, allowing tactical training to be conducted with simulated ammunition in SIM-rated structures, though contractors must demonstrate previous use or certification of their facilities for both live-fire and simunition training to be fully compliant with the Statement of Work requirements.

DEA RFQ Amendment 00001
Q&A RESPONSE
RFQ No. 15DDHQ25Q00000114
No.Page, Section, Paragraph number, and/or AttachmentQuestionDEA Response/Answer
1Section 5 Factor 1 Sub Factor B / Section 6 Factor 1 Sub Factor BStates Site visits must be completed NLT 8/18/25. / States Site Visits must be completed NLT 8/8/25. This is an inconsistancy in the RFP. Which is the correct date? The correct date is 8/8/2025, however the government shall extend the site visit due date and RFQ due date via a RFQ amendment.
2SUB FACTOR B: SITE COMPLIANCEOfferors will provide key personnel staff to lead/host the visit and permit the following: The offeror will also permit the Government during the site visit to view all equipment (such as vehicles, chain saws, swift water boats, safety equipment, etc.) which the offeror expects to utilize during training. We do not maintain this equipment on site, hence it will not be here for review. We would contract from an outside source to provide the equipment prior to the training being conducted. Is the Government agreeable to this scenario? The Government is agreeable to this scenario, however the Government may ask to see evidence of equipment or recent past use of equipment (invoices, past rental receipts, use promissory notices, etc.) as proof of ability to provide contract compliant services on the site. Past outside source (third party) must be vetted with equal or similar standards to vendor and must be pre-approved by Government. Vendors' inability to provide a minimum of evidence, from pictures at a different location or a clear and compelling reason for missing equipment (i.e. currently in use at another course) will not likely be seen as in compliance.
3Section 3.2 of the Statement of WorkOne of the requirements is listed as "a venue equipped with a live-fire shoot house for tactical "refresh" training" and then separately, "a facility for tactical training with non-lethal training ammunition (i.e. simunition)."
Is the live fire shoot house an absolute requirement, or can the Tactical Training conducted on Day Four of training, as listed in Section 3.3 (Tasks/Work Requirements), be completed with just simulated ammunition in a SIM rated structure? The Government is flexible with the live-fire shoot house, however the Government may ask to see evidence of previous use or certification as a live-fire and/or SIM-rated structure as proof of ability to provide contract compliant tactical training facility on the site. Preferred offerer/vendor will show their facility has the ability to provide both life-fire and simunition training types in the same site location, if the goal is to be fully compliant with SOW Section 3.2.
