About this file
This is a Request for Quotations (RFQ) issued by the Drug Enforcement Administration (DEA) for the Emergency Support Function #13 (ESF #13) Disaster Readiness Course (DRC). The solicitation (No. 15DDHQ25Q00000114) seeks a contractor to provide a four-day training course for DEA Special Agents likely to be deployed to natural or man-made disasters. The course will prepare 30 students (divided into two groups of 15) to execute force-protection duties and be self-sufficient for up to 72 hours during emergency responses.
The training requires a facility within 150 miles of the DEA Training Academy in Quantico, VA, with specific infrastructure including an unimproved roads course, helicopter landing zone, rural environment for survival skills, camp layout training areas, live-fire shoot-house, tactical training spaces, river crossing training, and areas for chainsaw and debris removal training. The solicitation is structured as a Blanket Purchase Agreement (BPA) with a base period and four one-year option periods. The award will be made using a Lowest Price Technically Acceptable (LPTA) methodology, with offerors required to submit technical and price quotations addressing training capabilities, instructor qualifications, past performance, and pricing details.
