About this opportunity
The Department of Veterans Affairs (VA) Technology Acquisition Center issued a Request for Information (RFI) seeking market research and capabilities information regarding Operations & Maintenance support for their current Electronic Claims Adjudication Management System (eCAMS). This RFI, classified under NAICS Code 541512 (Computer Systems Design Services) and PSC DE10 (IT and Telecom Services), is intended to gather vendor information to support the VA's acquisition strategy and Performance Work Statement development. The VA's Financial Services Center requires a solution capable of processing healthcare claims from private providers outside VA medical facilities, with the current eCAMS system having been in place for eight years with extensive customization and integration. While the original RFI sought information on system replacement options, a subsequent modification clarified that the VA will pursue only Operations & Maintenance support for the existing system and will contract directly with the proprietary software owner. The response deadline for this RFI was February 6, 2026 at 5:00 PM Eastern Time, with no formal evaluation criteria published, as this is an information-gathering effort rather than a competitive solicitation.
This RFI is not a formal solicitation and carries no set-aside designation. No incumbent contractor is specifically identified in the available documentation, though the VA indicated it will contract directly with the proprietary owner of the eCAMS software. No funds have been authorized, appropriated, or received for this effort, and no award value or budget range is provided in the pre-solicitation notice. The VA expects the current system to handle up to 30 million claims annually across multiple healthcare programs with a minimum capacity of 5,000 concurrent users and 125,000 claims processed per day. Should a future contract result from this RFI process, it would follow a separate competitive procurement and include a 24-month base period with three 12-month option periods for the software license, maintenance, configuration, implementation, and training services. Interested vendors are responsible for marking any proprietary or competition-sensitive information in their responses, and all costs incurred in responding to this RFI are the vendor's responsibility.
