About this opportunity
Defense Logistics Agency Distribution seeks specialized biohazard cleanup services at its Susquehanna facility in New Cumberland, Pennsylvania, with quotes due August 25 at 2:00 PM EDT and questions due August 21 at 2:30 PM EDT. This is a 100% small business set-aside, firm-fixed-price purchase order issued on SF 1449.
Place of performance is Building 5732, DLA Distribution, New Cumberland, PA 17070. The work encompasses remediation, cleaning, disinfection, and disposal of biohazardous materials resulting from severe rodent infestation across three warehouse bays totaling 1,359.37 square feet, to be completed within fifteen calendar days of contract award, Monday through Friday 0700–1530 ET, excluding Federal Holidays. Work must comply strictly with CDC guidelines for Hantavirus Pulmonary Syndrome prevention and OSHA regulations. Contractor personnel must be properly trained and certified in biohazard cleanup and possess appropriate security clearances for facility access.
The NAICS code is 561720 (Janitorial Services) with a $22 million size standard; PSC is S201 (Housekeeping–Custodial Janitorial). The requirement is subject to Service Contract Labor Standards under Wage Determination No. 2015-4225 Revision 36 (effective August 12, 2026), with wage rates ranging from $12.32 to $50.20 per hour plus fringe benefits of $5.42–$5.92 per hour. Amendment 0001, issued August 21, extends the deadline and clarifies that containment with negative pressure HEPA vent filtration is mandatory throughout the project; warehouse personnel, not the contractor, will handle inventory movement; and some material and mesh racking will require floor-level cleaning only. Evaluation uses a Lowest Technically Acceptable Price process, assessing technical capability, past performance via SPRS/CPARS, and pricing.
