About this file

This is a Statement of Work (SOW) for specialized biohazard cleanup services at a Defense Logistics Agency (DLA) Distribution facility in New Cumberland, Pennsylvania (Building 732).

The Contractor must remediate, clean, disinfect, and dispose of biohazardous materials resulting from severe rodent infestation across three warehouse bays totaling 1,359.37 square feet (comprising 109 individual locations of approximately 50"x45" each). Specific work areas include Bay 2 (125.00 sq/ft), Bay 3 (843.75 sq/ft), and Bay 4 (390.625 sq/ft). Work must be completed within fifteen (15) calendar days of contract award/Notice to Proceed, performed Monday through Friday from 0700 to 1530 Eastern Time, excluding Federal Holidays. The three-phase scope encompasses mobilization and site preparation, cleanup and disinfection, and final inspection with closeout. All activities must comply strictly with CDC guidelines for Hantavirus Pulmonary Syndrome prevention and OSHA regulations. The Contractor must provide all labor, supervision, materials, equipment, and PPE. Work includes removal of rodent fecal matter, urine, nesting materials, and deceased carcasses; wet cleaning (wet soaking with EPA-registered disinfectant or 1:10 bleach solution is mandatory to prevent aerosolization); establishment of containment barriers with access control and negative pressure ventilation; and double-bagging and proper disposal of all biological waste in compliance with federal, state, and local regulations. The Contractor is responsible for ensuring facility worker protection, and Contractor personnel must be properly trained and certified in biohazard cleanup with appropriate security clearances for facility access. Final acceptance requires a joint Government walkthrough to verify complete remediation and sanitization prior to resuming normal warehouse operations.

All cleanup processes must strictly adhere to the Centers for Disease Control and Prevention (CDC) guidelines for the prevention of Hantavirus Pulmonary Syndrome (HPS) and all applicable OSHA regulations.

• Wet Cleaning Method: To prevent the aerosolization of virus particles, dry sweeping or standard dry vacuuming is strictly prohibited. All affected surfaces, droppings, and nesting materials must be thoroughly soaked with an EPA-registered commercial disinfectant or a 1:10 bleach-to-water solution prior to removal.

• Ventilation: The affected area shall be ventilated by opening doors and windows for at least 30 minutes prior to commencing cleanup activities.
