About this opportunity
The District of Columbia Courts is conducting an RFP for construction services to upgrade the chilled water and condenser water cooling systems at the DC Superior Courts Probate Division (Building A) in Washington, DC, with proposals due June 9, 2026 by 3:00 PM EST. The solicitation is firm fixed-price with no set-aside and is being competitively procured; award will go to the responsible offeror whose offer is most advantageous based on technical merit (85 points) and price (15 points).
The scope includes installation of condenser pumps, chilled water pumps, heat exchangers, variable frequency drives, associated piping and controls, and demolition of existing equipment. Work must be performed in an occupied courthouse building under strict operational constraints: mandatory off-hours work from 6:00 PM to 6:00 AM on weekdays, no chilled water outages permitted during peak cooling season (June 1 through September 15) without written Owner approval, and a 230-ton temporary chiller required on the building's east side to maintain full building load throughout construction. The contractor is responsible for temporary chiller provision, commissioning, and removal. Substantial Completion is required within 270 calendar days and Final Completion within 300 calendar days after Notice to Proceed. The anticipated performance period runs July 2026 through April 2027.
Contractors must establish a $100,000 hazardous material abatement allowance, provide pricing for temporary cooling allowance, secure 100% performance and payment bonds plus a 20% warranty bond, comply with Davis Bacon wage requirements, provide security clearances for all personnel, and coordinate extensively with the Courts' construction manager and commissioning agents. Structural delegated design for cooling tower support framing is required; contractors must use BACnet protocol over IP for controls integration and coordinate with Alberio, the Owner's authorized controls vendor. Liquidated damages are $1,000 per calendar day.
Questions deadline was May 26, 2026 at 3:00 PM EST to Kenneth.Evans@dccsystem.gov. Contracting Officer is Geoffrey A. Mack (Geoffrey.mack@dccsystem.gov, 202-879-4264). Proposals must acknowledge Amendments 1, 3, and 4 and be delivered to DC Courts Building B, 510 4th Street NW, 3rd Floor Bid-Room, Washington DC 20002.
