If equipment does not comply with an open protocol, the manufacturer will need to provide a gateway that will convert the priority software to an open protocol.

25 Question:

Please clarify the intended phasing and sequencing requirements for the project, including:

a. Required order of demolition and replacement activities

b. Whether partial system operation must remain active during construction

c. Required startup and commissioning milestones

d. Seasonal operational constraints associated with cooling system shutdowns

Answer:

A temporary chiller and pumping package shall be provided to maintain full building cooling throughout construction. The contractor's phasing plan and temporary outage sequence shall address the following:

a. Order of demolition and replacement activities:

The temporary chiller and pumping package shall be installed and tied into the existing chilled water piping mains before any demolition of existing equipment begins. Demolition of the existing chillers and associated pumping equipment shall not commence until the temporary system has been commissioned and is fully serving the building. New permanent equipment shall then be installed, started up, and commissioned, after which the temporary package may be removed.

b. Partial system operation during construction

Full building cooling must remain available throughout construction. The phasing plan shall allow connection of the temporary chiller and pumping package into the existing chilled water mains such that the entire building is served by the temporary equipment during the outage period. Once the new permanent chillers, pumps, and associated piping have been installed, the contractor shall perform initial startup and pre-functional testing of the new plant in isolation from the active (temporary) system to verify proper operation prior to changeover. The contractor shall then execute a coordinated cutover system, isolating and disconnecting the temporary package from the chilled water mains and bringing the new permanent plant online to serve the building — scheduled to minimize disruption to building operations (e.g., performed during off-hours or low-load periods). Following cutover, the contractor shall fully commission the new plant under live building load, including controls integration, BAS points verification, sequence-of-operations testing, and trend data review. The temporary chiller and pumping package shall not be removed from the site until the new permanent system has demonstrated [72] hours of continuous successful operation serving the full building load and has received written Owner acceptance. See Contract Documents for additional information.

c. Startup and commissioning milestones:

Commissioning shall proceed in the following sequence: (1) the temporary chiller and pumping package shall be fully installed, tied in, tested, and commissioned prior to any demolition of existing equipment; (2) the existing system shall not be taken out of service until the temporary system has demonstrated [72] hours of continuous successful operation serving the full building load; (3) new chilled water plant, including controls integration, BAS points verification, and trend data review, shall be fully started up and commissioned prior to removal of the temporary package; (4) Owner witness testing and written acceptance is required at each milestone. See Contract Documents for additional information.

d. Seasonal operational constraints:

Chilled water tie-ins and any shutdowns of the building cooling system shall be scheduled with feedback from DC Courts. No chilled water outages are permitted during peak cooling season (e.g., June 1 through September 15) without prior written Owner approval. Any unavoidable in-season shutdown shall be performed overnight / on weekends and coordinated with DC Courts a minimum of [14] business days in advance.

26 Question: Please clarify whether refrigerant recovery, storage, disposal, and associated documentation for existing equipment are fully the responsibility of the Contractor.

Answer: Confirmed

27 Question:

Please clarify whether any additional hazardous material abatement beyond the allowance identified in the RFP is anticipated in association with:

a. Existing piping insulation

b. Cooling tower components

c. Existing roofing materials

d. Existing floor finishes

e. Existing wall materials within mechanical spaces

Answer: At this time, no additional hazardous material abatement is anticipated. However, should there be additional abatement required, coordinate with the COTR.

28 Question:

Please clarify the Contractor’s required temporary weather protection and waterproofing responsibilities associated with roof penetrations, cooling tower replacement activities, and any temporary roof openings during construction.

Answer:

Refer to the Contract Documents and issued Specifications, including but not limited to Division 07 and Division 01 requirements, which establish the Contractor’s responsibility to provide and maintain temporary weather protection, ensure watertight conditions at all roof penetrations, cooling tower replacement work, and temporary openings, and to prevent water intrusion during construction

29 Question:
