The contract, valued at $136,950, will provide comprehensive marketing services to increase public awareness of the Marine Corps within the drum corps and marching band community. The procurement is classified under NAICS code 541810 (Advertising Agencies) and will be executed using simplified acquisition procedures. The contract performance period spans from June 23, 2025, to June 22, 2026, with the government citing FAR Part 6.302-1 authority that only one responsible source can satisfy the agency's requirements. The Marine Corps intends to sole source this contract based on Drum Corps International's unique position as the governing body for drum and bugle corps activities.

The primary objective of this contract is to enhance community relations and public awareness between the civilian public and the Marine Corps through targeted advertising within the specialized drum corps community. The comprehensive sponsorship package includes website and social media advertising across platforms with 941,000 combined followers, promotional announcements at DCI events, high-visibility signage placement, VIP credentials and tickets for Marine Corps personnel, and presenting sponsor status at select DCI events. Interested parties may submit Expressions of Interest via email to the designated Marine Corps contacts within three days of the notice publication, with a submission deadline of June 20, 2025. While this is announced as a sole source procurement, the government retains discretion to conduct competitive procurement based on responses received to this notice. The contract structure includes one base year with two option years, extending the potential performance period through June 30, 2028, and will enable the Marine Drum and Bugle Corps to perform at DCI events while maintaining promotional booth capabilities.
