About this opportunity
The Bureau of Engraving and Printing seeks fall arrest systems maintenance, inspection, training, and repair services, with quotations due September 3 and questions due August 26 at noon EDT. This is a Total Small Business set-aside.
Place of performance is Washington, DC (14th and C Streets, SW, Washington, DC 20228). The contractor shall maintain and inspect approximately 4,980 linear feet of Latchways 7001 Mansafe fall arrest systems across multiple building locations, provide authorized-user training for day-shift personnel, and perform repairs within government-established not-to-exceed amounts. All work must comply with OSHA regulations and manufacturer recommendations.
The contract is firm-fixed-price with a base year (September 25, 2026 through September 24, 2027) and four one-year option periods. The NAICS code is 541350 (Building Inspection Services) with a $11.5 million small business size standard. The PSC code is H342 (Inspection—Fire Fighting/Rescue/Safety Equipment). All contractor personnel require BEP security clearances. Contractor personnel must complete Emergency Action and Fire Prevention Plan training, and the contractor must submit a project-specific Safety & Fire Prevention Plan, Safety Data Sheets, and Waste Management Plan before notice to proceed. Service Contract Labor Standards apply per Executive Order 14026, with rates established by wage determination No. 2015-4281 (effective July 30, 2026) for the DC/Maryland/Virginia region.
Award will be based on best value tradeoff, with technical capability and relevant experience weighted as more important than price. Contractor must submit an initial staffing plan within 30 days of award and a monthly workforce report with each invoice, certifying that the small business prime and similarly situated subcontractors collectively perform at least 51 percent of total contract personnel costs. The contractor must coordinate inspection scheduling two weeks in advance and submit inspection reports within 30 days of completion.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Fall Arrest Systems maintenance, inspection, and training as defined in this Performance Work Statement except for those items specified as government furnished property and services.
