About this opportunity
The Department of the Air Force seeks Systems Engineering and Technical Assistance (SETA) professional support services for the Defense Cyber Crime Center (DC3), with proposals due May 21, 2026 and questions due April 28, 2026. This is a Total Small Business set-aside under NAICS 541611 with a size standard of $24.5 million.
Place of performance is Linthicum Heights, Maryland. The base year runs September 6, 2026 through September 5, 2027, with two optional one-year periods and a six-month extension option through March 5, 2030. The base year requires eight full-time equivalents (FTEs) consisting of one Senior Cybersecurity Engineer (Key Personnel/site lead), mid-level cybersecurity engineers, and one Senior Portfolio Manager. Option years require five FTEs of cybersecurity engineers only. All personnel must hold fully adjudicated Top Secret clearances with SCI eligibility; Key Personnel must hold current TS/SCI clearance and current CISSP certification. Work is performed 100 percent on-site, Monday through Friday, 0800-1600 core hours. No permanent remote employees are permitted. Position vacancies cannot exceed 15 business days; annual employee turnover must not exceed 10 percent.
The contractor must achieve CMMC Level 2 certification by November 2026 (self-assessment, Conditional Level 2 status, or C3PAO-scheduled assessment acceptable at proposal submission). The contract is structured as Firm Fixed Price for labor CLINs and Time and Materials for Other Direct Costs including tools and travel. Work encompasses engineering analysis, integration and sustainment, architecture support, technical studies, cyber operations analysis, and program management across DC3's computer forensics, investigative training, and information-sharing mission areas. Deliverables include monthly status reports (due by the 7th), incident reports (within one hour for incidents exceeding $1,000), meeting minutes, trip reports, and specialized technical reports.
Proposals require five volumes: Volume I (2-page administrative narrative), Volume II (Key Personnel resume and succession plan with 4-page limit, due with full proposal), Volume III (13-page combined technical approach, management approach, and project staffing), Volume IV (13-page past performance with up to three relevant examples, due May 8), and Volume V (cost/price using government-provided template). Past Performance Questionnaires must be submitted by May 8, 2026 at 10:00 A.M. EST for contracts without existing CPARS annual ratings. Evaluation weighs Technical Capability significantly more important than Past Performance, both combined significantly more important than Cost/Price. The Government will not conduct discussions and reserves the right to award without discussion or make no award.

DC3’s mission is to set the standards in D/MM forensics, develop and deliver specialized cyber investigative training, and serve as a focal point for information sharing on CS matters across the DoD. Also, DC3’s mission is to deliver superior D/MM lab services, cyber technical training, technical solutions development, and cyber analytics for the following DoD mission areas: CS and CIP, LE/CI, document and media exploitation (DOMEX), CT, and safety inquiries.
