About this opportunity
The Department of the Air Force Headquarters District Washington is seeking a Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the DC3 Cyber Academy Training (CTA) Follow-On, aimed at providing comprehensive cyber training to various DoD entities including United States Cyber Command, Service Cyber Components, and Defense Criminal Counterintelligence Investigative Organization. The primary objective is to deliver specialized cyber training services to personnel responsible for defending DoD information systems against unauthorized activities. The government will evaluate proposals using a Best Value Continuum approach, with Technical Capability being more important than Past Performance, and both significantly more important than cost/price. The solicitation includes multiple evaluation gates, including an assessment of the training facility's capabilities and small business participation. Key dates include a May 9, 2025 deadline for submitting questions, with responses to be publicly available, and a proposal submission deadline of May 30, 2025.
The contract is not set aside for a specific small business designation, though the solicitation indicates a preference for Women-Owned Small Businesses (WOSB), particularly Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). The contract will span five one-year ordering periods from July 21, 2025 to July 20, 2030, with a minimum task order value of $250,000 and a maximum of $115,000,000, with individual orders limited to $23,000,000. The place of performance is requested to be at a contractor-controlled facility within a 20-mile radius of Elkridge, Maryland, with the ability to support up to 260 one-week training sessions annually. The contract will support approximately 39 unique cyber and forensics training courses, covering topics from foundational cybersecurity to advanced malware analysis and digital forensics. Delivery formats will include Instructor-Led Virtual (ILV), In Residence, and Open Enrollment/On Demand training methods.
