About this opportunity

The Naval Facilities Engineering Command (NAVFAC) is seeking a design-bid-build construction contract for the B300 Waterfront Machine Shop Roof & HVAC Repair at Portsmouth Naval Shipyard in Kittery, Maine. The project involves removing and replacing existing roofing, removing air handling units and ductwork, installing new unit heaters and dedicated outdoor air systems, and implementing lead dust containment measures. The procurement will be conducted as a full and open competition using the best value continuum process, which will evaluate both non-price factors (technical and past performance) and price proposals. The solicitation is expected to be issued on May 7, 2025, with a contract number of N40085-25-R-2596, and all documents will be available in PDF format on PIEE and SAM.gov websites. Contractors must be registered in the System for Award Management (SAM) to be eligible, and the response deadline is June 2, 2025.

The project falls under NAICS code 236220 for Commercial and Institutional Building Construction, with a small business size standard of $45,000,000. Although a Sources Sought Notice was previously published to identify potential small business participants, none of the six responses met the requirements, leading NAVFAC to proceed with a full and open competition. The contract is anticipated to be awarded in September 2025, with a total project completion time of 910 calendar days after award. The estimated project magnitude is between $25,000,000 and $100,000,000, and large businesses will be required to submit a subcontracting plan prior to contract award. Site improvements will include utility construction and restoration of areas disturbed during demolition, with specific focus on electrical and fire safety systems.
