About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center seeks procurement of three units of a North Hills Databus Network Tester (DBT300) to support the BLK30 System Integration Lab, with proposals due September 23, 2026. This is a total small business set-aside; however, a Determination and Findings document authorizes brand-name sole-source procurement under FAR 11.204(a)(2)(ii), foreclosing open competition. Market research through GSA and NASA SEWP identified no suitable alternatives.
Place of performance is Hill Air Force Base, Utah (6137 Wardleigh Rd, Building 1515). The equipment must support the MIL-STD-1553B Data Bus Network with capability to detect common wiring problems including shorts, opens, crossovers, and phasing errors; include Go/No-go indicators; measure Return Loss and Insertion Loss; and check transformer continuity. A critical specification mandates the tester be standalone with no WiFi or Bluetooth connectivity. NAICS code is 334111 (Electronic Computer Manufacturing) with a small business size standard of 1,250 employees. PSC code is 7G21 (Digital Network Products, Hardware and Perpetual License Software).
The Government intends to award a Firm-Fixed-Price contract. Delivery must be completed within 120 days After Receipt of Order with FOB Destination terms. Evaluation will be based on price and technical capability. Offerors must submit pricing schedule, product specifications, delivery lead times, representations and certifications, UEI and CAGE code, and additional required documentation electronically to Sarah Evans (sarah.evans.16@us.af.mil) or Jonathan Graham (jonathan.graham.11@us.af.mil) by September 23 at 10:00 AM Mountain Time. Offerors must be actively registered in SAM and qualify as a small business prior to award.
