The Federal Deposit Insurance Corporation (FDIC) is soliciting proposals for Data Modernization Section Support services to provide comprehensive analysis, development, deployment, and operations of data-related emerging technologies. Key requirements include full lifecycle support for the Cloud Data Management and Analytics (CDMA) Platform, modernization of the legacy AlphaRex NLP solution, enterprise AI capability operations, and development of new DMS solution initiatives from experimentation through production, all utilizing Microsoft Azure cloud technologies. The FDIC will evaluate proposals using a best-value approach with evaluation factors weighted in descending order: Oral Presentation, Technical and Management Approach, Key Personnel, Past Performance, and Price, with technical factors considered more important than cost. The proposal deadline is February 6, 2026 at 12:00 PM EST, with multiple amendments and supplemental Q&A documents issued to clarify requirements as the solicitation evolved from its original October 9, 2025 posting.
This procurement carries no set-aside designation and involves incumbent contractors Harmonia Holdings LLC and Microsoft. The contract will be awarded to a single prime contractor on a time-and-materials basis consisting of a one-month transition period, 12-month base period, and three optional 12-month periods, with estimated effort ranging from 640 hours in the transition period to 23,130 hours in option periods. Performance will occur predominantly off-site at a contractor service location with some highly interactive roles potentially required at the FDIC Virginia Square facility in Arlington, Virginia.
