About this file

This document is a Supplemental Questions and Answers (Q&A) file for the FDIC Data Modernization Support Section solicitation, providing detailed clarifications on proposal submission requirements. Key details include guidance on technical proposal preparation, such as page limits (15 total pages, excluding a 1-page Quality Assurance Surveillance Plan), allowances for appendices, and specific instructions for Volume I submission. The Q&A addresses numerous technical and procedural questions, with consistent guidance to offerors to provide proof of contract award and successful completion without including sensitive client-specific information.

The solicitation seeks a contractor to provide comprehensive data technology services, including analysis, development, deployment, and operations of emerging data technologies for the FDIC. The proposal involves supporting the CDMA Platform, modernizing the AlphaRex NLP solution, managing enterprise AI capabilities, and developing new Data Modernization Support (DMS) solution initiatives. The current proposal due date is January 2, 2026, at 12:00 PM EST, with multiple previous extensions. Offerors must complete a Technical Acceptability Matrix and provide evidence of prior relevant experience in cloud environments, AI/NLP technologies, and data management solutions.
