About this file

This file is a Technical Acceptability Matrix that establishes the evaluation criteria and required evidence for contractor qualification under FDIC Solicitation 21842 for Data Modernization Section Support.

The matrix contains five key technical requirements that offerors must meet: (1) demonstrated experience delivering secure Generative AI with Retrieval Augmented Generation (RAG) in a regulated environment for 2+ years, with evidence required as a redacted contract cover page showing client name/type, award date on or after November 14, 2023, and relevant SOW/PWS/SOO documentation; (2) successful integration of AI into a business process achieving at least 15% improvement in efficiency or accuracy with FedRAMP or NIST 800-53 compliant deployment, requiring a signed client letter or performance report with before/after metrics and compliance phrase; (3) production Natural Language Processing (NLP) system delivery to a government client performing at least three of the following capabilities (topic modeling, entity extraction, classification, summarization, or clustering) on more than 1,000 documents, with redacted task order or SOW documentation required; (4) current active Microsoft Solutions Partner designation at Specialist or Expert level in Azure AI & Machine Learning or Data & AI, with supporting screenshot from Microsoft Partner Center showing badge, Partner ID, and expiration date no earlier than November 14, 2025; and (5) continuous operation of solutions in FedRAMP Moderate or High Azure environments from 2021-2025, requiring a signed one-page timeline table. The matrix also includes a requirement for demonstrated use of all seven specified Azure services (Azure Databricks, Azure Data Lake Gen2, Azure Cognitive Search, Azure OpenAI Service, Secure ADF pipelines, Data lakehouse, and Azure Cost Management + Policy) in government or regulated environments within the past three years, with a signed one-page checklist as supporting documentation.
