About this opportunity

The Space Systems Command (SSC), in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office, is seeking advanced data correlation and fusion processing capabilities for the Combatant Commanders Integrated Command and Control System (CCIC2S). The procurement aims to develop sophisticated algorithms for integrating and processing data from various sources including traditional ITW/AA sources, non-traditional intelligence, and theater-level information systems. Contractors are required to submit unclassified and classified white papers addressing recommended contracting strategies, staffing requirements, level of effort, and business size classifications by December 12, 2024. The government will evaluate responses focusing on the ability to enhance data accuracy, threat characterization, and continuous tracking for warfighters. Potential vendors must demonstrate capabilities to process near real-time data from multiple non-persistent and persistent sources within the CCIC2S system boundary.

There are no specific set-aside designations for this opportunity, and no incumbent contractors were mentioned in the documentation. The solicitation is classified under NAICS category 518210 for Computing Infrastructure Providers and PSC category R702 for Management Data Collection services. While no explicit budget range was provided, the project involves complex integration of data processing systems within a classified defense environment. The solution will require development of correlation/fusion algorithms compatible with SECRET-level systems and potential hardware scaling for databases and logging components. The procurement appears to be a new start initiative with potential for significant technical complexity, targeting advanced data integration capabilities for the NORAD-NORTHCOM Joint Operations Center. Interested contractors should be prepared to provide both unclassified (10-page) and classified (3-page) technical submissions demonstrating their technological capabilities.

Notice text

The Space Systems Command (SSC) in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office is seeking information on how an interested contractor could provide information relative to advanced correlation and fusion processing being introduced within Combatant Commanders Integrated Command and Control System (CCIC2S) near real-time processing. As additional data sources are integrated into CCIC2S, correlation/fusion will be required on tracks received from non-persistent sources, traditional ITW/AA sources, non-ITW/AA sources (e.g. Global Defense Integration and C2BMC), and non-traditional sources (e.g. Intel and Theater). The process will involve an introduction to advance correlation and fusion for CCIC2S of data displayed to the warfighter with other NORAD-NORTHCOM Joint Operations Center (N-NC JOC) systems. The result will be to ensure accuracy of data and maximize the consolidation of information captured, characterize threats more precisely and provide continuous tracking to the warfighter.
