About this opportunity

The Secretary of the Air Force Concepts, Development and Management (SAF/CDM) office is conducting a Commercial Solutions Opening (CSO) under the Defense Commercial Solutions Opening Pilot Program for innovative commercial solutions addressing defense-related activities, with white papers due September 1, 2026 and an ordering period extending through September 30, 2026.

The CSO follows a two-step process: Step 1 requires white paper submission (including cover page, technical/management section, and rough order of magnitude) at any time during the open period; Step 2 invites selected contractors to submit full technical proposals upon government request. Multiple white paper submissions are permitted. This is a competitive vehicle open to all contractors capable of satisfying the government's needs; no set-aside applies.

An active Call A002 (posted March 20, 2026) addresses AF/A1 Agile Refactoring and Integration (AR&I), modernizing a fragmented human resources enterprise supporting over 700,000 personnel across approximately 84 legacy systems and 118 disparate applications. Focus areas include application refactoring and modernization to modern SaaS platforms (Salesforce, ServiceNow, Outsystems); DevSecOps with CI/CD pipelines; human-centered design and discovery; enterprise integration and API development; and data migration and validation to cloud environments. Vendors may address one or multiple focus areas. The closed submission deadline for Call A002 is April 25, 2026 at 4:00 PM Washington, DC local time; submissions remain accepted thereafter under the general CSO timeline. Update 8/12/2026: Phase 2 for this call is on hold until further notice due to department priority changes; a SAM posting update will follow when activity resumes.

Vendors must demonstrate capability to deploy solutions in Department of Warfighting Impact Level 5 (IL5+) secure development environments with scalability to IL6, and comply with all DoD security classification specifications and DD Form 254 requirements. The government will fund white papers deemed most advantageous to the government with no guarantees of awards. The CSO may result in contracts or Other Transaction awards for innovative technologies, processes, methods, or new applications thereof. Place of performance is the United States. NAICS code is 541990; PSC is AC32.
