About this file

This document is a Request for Information (RFI) issued by the Space Systems Command (SSC) in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office. The RFI seeks information from potential vendors on developing advanced correlation and fusion processing capabilities to be introduced within the Combatant Commanders Integrated Command and Control System (CCIC2S). The Government is looking for solutions that can integrate, process, and evaluate data from traditional, non-traditional, and non-ITW/AA sources to improve prediction accuracy and tracking for the NCMC-ITW/AA mission. Interested parties are requested to submit unclassified or classified (up to SECRET) white papers by December 12, 2024 addressing the requested information in the RFI, including recommended contracting strategy, staffing, level of effort, and business size classification. The Government may choose to hold industry discussions to get further clarification on potential capabilities. The RFI is for information gathering purposes only and does not constitute a Request for Proposal or commitment to contract.

REQUEST FOR INFORMATION FA8723-25-R-0005

DATA CORRELATION, and FUSION

1.0 Description

1.1 The Space Systems Command (SSC) in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office is seeking information on how an interested contractor could provide information relative to advanced correlation and fusion processing being introduced within Combatant Commanders Integrated Command and Control System (CCIC2S) near real-time processing. As additional data sources are integrated into CCIC2S, correlation/fusion will be required on tracks received from non-persistent sources, traditional ITW/AA sources, non-ITW/AA sources (e.g. Global Defense Integration and C2BMC), and non-traditional sources (e.g. Intel and Theater). The process will involve an introduction to advance correlation and fusion for CCIC2S of data displayed to the warfighter with other NORAD-NORTHCOM Joint Operations Center (N-NC JOC) systems. The result will be to ensure accuracy of data and maximize the consolidation of information captured, characterize threats more precisely and provide continuous tracking to the warfighter.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Space Force is not at this time seeking proposals and will not accept unsolicited proposals. Those responding are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

2.0 Background

Combatant Commanders Integrated Command and Control System (CCIC2S) provides timely, unambiguous, and continuous warning and attack assessment of air, missile and space threats to North America, and geographical theaters. This system integrates and correlates missile launch and surveillance information from certified sources to assess the nature of an enemy launch/attack and issues warnings to the US National Command Authority, Canadian National Leadership, the National Military Command Center and war-fighting Combatant Commanders (C2). NCMC-ITW/AA and Legacy Space C2 systems provided NORAD/NORTHCOM, USSTRATCOM, and US Space Force command structures with the information management, decision aids, and connectivity required to monitor, assess, plan, and execute assigned strategic, space operations, and missile defense missions.

The Combatant Commanders Integrated Command and Control System (CCIC2S) is a unique, integrated, C2 “system of systems,” to provide data communication between external sensors and end users; mission processing for air and missile warning mission and system operations functions. The system supports nation strategic objectives with Integrated Tactical Warning/Attack Assessment (ITW/AA) and provides missile and air warning cueing, and engagement information to theater combatant commanders. The system consists of terrestrial and space-based sensor outputs, C2 nodes, and communication and dissemination links, connecting the US and Canadian defense information networks.

3.0 Problem Set

Emerging threats require new and innovative Strategic C2 approaches for strategic warning time analysis, attack origination identification, weapon system identification, multi-phenomenology track custody, event correlation, threat determination, and multi-domain attack characterization within the CCIC2S System of Systems.

The Government is in need of solutions which integrate, process, and evaluate high fidelity data from traditional ITW/AA, non-ITW/AA (Global Defense Integration and Command and Control, Battle Management, and Communications (C2BMC)), and non-traditional data sources (Intel and theater) for interoperability into the CCIC2S enterprise to introduce advanced correlation, and fusion, of data displayed to the warfighter to improve prediction accuracy and tracking to increase time available for critical decisions and responses.

3.1 Delivery Period: TBD based on responses.

3.2 Limitations: The contractor must have previous experience developing advanced correlation, and fusion of data displayed to the warfighter to improve prediction accuracy and tracking to increase the time critical decisions and responses.

3.3 Security Requirements: Responses shall be Unclassified and Classified up to SECRET.

The Solution to this RFI must be able to be developed to operate within the CCIC2S Systems approval boundary at the Secret level. Through initial evaluations the Government has determined support up to the TS/SCI level may be needed. The Government requires integration and test to be performed in the NCMC/ITWAA test and development facilities.

The Government is curious if the contractor prefers development at a pre-approved/existing Contractor facility and/or a Government facility.

4.0 Requested Information

The Government is seeking to identify potential vendors who have experience in developing advanced models and deploying to an operational environment to correlate and fuse data to achieve the objectives outlined below:

4.1 Develop low latency, high fidelity source geolocation fused state estimates from multiple data sources, with corresponding association, correlation and fusion algorithm changes that are directed by the Government in support of NCMC ITW/AA mission specific objectives.

4.2 Identify solutions for deficiencies and enhanced NCMC/ITW/AA capabilities to include modifications to subsystems to include changes to message processing redesign, algorithm changes, internal interface changes, graphical user interface changes, or addition of new message types.

4.3 Identify Hardware and Software solution expansion required for operational and development sites that are modernized, scalable, and extensible properties consistent with modern industry standards.

4.4 Demonstrated experience with interoperability between existing systems and to potentially enable additional future data sources, i.e., make algorithm scalable for additional potential future sources to include code standardization.

4.5 Introduce advanced correlation/fusion and decision support system (DSS). As required;

update, implement, test, and demonstrate associated software and/or hardware within the CCIC2S baseline and across the CCIC2S development environment to ingest, process, and display data.
