This solicitation seeks data analytics services to support various public diplomacy efforts across the Department of State. The Department of State Office of Acquisition Management is seeking these services to establish an indefinite-delivery, indefinite-quantity contract to collect and analyze data to help understand global audiences, international information environments, efforts to spread disinformation, and evaluate program effectiveness. Services will be evaluated using a two-phase process assessing technical approach, past performance, pricing, and management approach. Proposals are due by specified dates in 2022 with contract award anticipated by late September 2022.

The place of performance will be Washington, D.C. and the period of performance for the IDIQ contract is a one-year base period and four one-year options, with individual task orders establishing their own periods. The maximum IDIQ contract value including all options is $90 million to be issued through task orders with minimum values of $10,000 and performance periods determined at the task order level.

R/PPR seeks to establish an IDIQ to secure a broad array of technical, consultative and support services in Data Analytics to be used for Public Diplomacy purposes by seeking assistance in collecting and analyzing data that will help the Department of State (DoS) better understand global audiences, international media environments, the efforts of our global adversaries to deploy disinformation, and the effectiveness of DoS programs by selecting a vendor capable of acquiring and effectively deploying industry standard tools and practices as well as emerging technologies for collecting and analyzing data. In addition to R/PPR, Task Orders that may be required by other Department of State Bureaus such as Global Engagement Center (R/ GEC), Bureau of Global Public Affairs (GPA), Educational and Cultural Affairs (ECA), Regional Public Diplomacy Offices, Public Affairs Sections at various Posts, and Other Department of State Bureaus/ Offices with public diplomacy equities as authorized by ONLY the Contracting Officer.
