2 Labor Category Descriptions
2.1 Chief Analyst
2.1.1 Responsibilities:
· Leads low to high cross-functional projects and programs end-to-end using a formal PMO process.
· Facilitates the development of a charter and integrated timeline.
· Ensures all functions remain on schedule and issues get resolved or escalated.
· Facilitates regular meetings to review project status for active and pending projects.
· Collaborates with core team to develop solutions and leads project team through implementation and completion. Responsible for reporting status of individual and groups of projects and programs.
· Provides appropriate levels of detail and summarizes complex issues succinctly.
· Manages internal and external relationships in support of program.
· Provides consultation on projects that integrate into an organized program.
· Creates, maintains, and distributes routine PMO reports, including status reports and updated Gantt charts.
· Manages/oversees teams responsible for the delivery of a portfolio of projects and programs.
· Serves as a point of contact to clients and escalation point for staffing, bandwidth, or delivery issues.
· Monitors vendor performance, tracks third party deliverables, and reports on conflicts and delays of paid tools/services to the Contracting Officer Representative (COR).
· Ensures operations fall within award/contractual guidelines.
· Works multilaterally with stakeholders, vendors, and contracting staff to craft proposals optimized to fit Office requirements while considering budget and resource allocation.
· Provides informal assistance such as technical guidance and/or training to coworkers.
· Leads project teams and/or plans and manages assignments.
· Makes decisions with thorough understanding of procedures, organizational policies, and business practices to achieve general results and deadlines.

2.2 Program Analysts
2.2.1 Responsibilities:
· Serve as project leaders responsible for intake, scoping, plan development, and execution.
· Report challenges, successes, and obstacles to the Chief Analyst and Office Director.
· Serve as consultant to Bureau, Department of State, and USG colleagues.

2.3 Consultation Lead
2.3.1 Responsibilities:
· Productizes analytical and research capabilities for relevant stakeholders.
· Develops case studies to demonstrate deliverables and their strategic utility.
· Serves as point of contact for analytical trainings.

2.4 Measurement Lead
2.4.1 Responsibilities:
· Integrates measurement, optimization, and evaluation into projects and planning.
· Leads measurement consultations for assigned efforts.

2.5 Marketing and Strategic Planning Lead
2.5.1 Responsibilities:
· Drafts and designs strategic engagement plans for public engagement with foreign audiences.
· Advises, guides, and executes paid media strategies.
· Maintains awareness and understanding of emerging audience research tools and advertising platforms relevant to public diplomacy.
· Develops and maintains marketing and strategic planning plans.

2.6 Data and Social Science Lead
2.6.1 Responsibilities:
· Advises on original research, including remote and in-person surveying, focus group research, and in-depth interviews.
· Conducts literature reviews.
· Ensures that research meets prevailing industry and academic standards.
· Prepares or reviews others’ research findings and conclusions.
2.7 Innovation Lead
2.7.1 Responsibilities:
· Plans and executes the development and scaling of custom technology resources.
· Tests and analyzes new technologies developed in-house as well as emergent open-source and commercial-off-the-shelf technologies.
· Maintains code bases.
· Grows skills in seven programmatic skillsets.
2.8 Trainers
2.8.1 Responsibilities:
· Implement existing curriculum and learning modules.

3 Qualifications
In order to perform the responsibilities detailed in Section 2, combinations of education, experience, and skillsets are necessary. The skillsets are detailed below, in Section 3.1 and 3.2; the combinations of education, experience, and skillsets needed for each LCAT are charted in Section 3.3.
3.1 General Skillsets
3.1.1 Research and Analysis: Efforts related to specific research questions/problem areas, including literature review, background study, data interrogation and analysis using statistical/quantitative and qualitative methods, with an eye to developing strategic insights/recommendations.
3.1.2 Written Communication: Ability to organize thoughts and communicate clearly and effectively to the intended audience, for the selected medium, and including visual aids as appropriate.
3.1.3 Project Management: Maintaining multi-deadline, fluid set of projects under Agile management methods; overall project management proficiency including monitoring and controlling projects and communicating across all project stakeholders.
3.1.4 Presentation: Oral communication in-person and online, to varying audiences; development of presentation aids, causing audience(s) to retain knowledge.
