About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is cancelling its separate procurement for a Department of Veterans Human Resource Service Management (HRSM) SaaS solution; the work will be consolidated into an existing active contract effective as of June 16, 2026.

The VA had issued a pre-solicitation Notice and Request for Information on April 9, 2026, with responses due April 16, 2026, seeking a commercial off-the-shelf SaaS platform to modernize HR operations across the Veterans Health Administration enterprise serving 374,000+ users. The RFI was modified on May 20, 2026, to indicate the project was under internal review for viability and placed on hold pending a determination. The June 16, 2026 modification announced the final decision to cancel this separate solicitation effort and fold the work into another active contract vehicle.

The original requirement called for a FedRAMP-authorized (Moderate impact level) SaaS solution with core capabilities in talent acquisition, onboarding/offboarding, HR helpdesk, form builder functionality, and AI-driven analytics. The solution required integration with VA's PeopleSoft HRSmart system and future Federal HR 2.0 system. The base contract period was structured as 12 months from award with four optional 12-month renewal periods, plus fourteen optional tasks. Go-live for the HR Helpdesk was targeted for Q1 FY27 (November-December 2026), with recruitment and hiring transition planned for Q2-Q4 FY27. The original RFI indicated a Service-Disabled Veteran-Owned Small Business set-aside per VAAR 852.219-73.
