About this file

This is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA) for the Human Resource Service Management (HRSM) Solution, with responses due by 4:00 PM EST on April 16, 2026. The VA seeks information to support development of an acquisition strategy and Performance Work Statement for a next-generation HRSM Software as a Service (SaaS) solution designed to streamline HR services across the Veterans Health Administration enterprise of 374,000+ users. The solution must be a commercial off-the-shelf (COTS) SaaS product requiring minimal configuration rather than custom development, with core capabilities in talent acquisition, onboarding/offboarding, HR helpdesk, form builder functionality, and AI-driven analytics. The solution must integrate with VA's existing PeopleSoft HRSmart system and the future Federal HR 2.0 system, and include advanced assessment and interviewing capabilities supporting both synchronous and asynchronous candidate interviewing, custom unproctored assessments, and multiple-hurdle assessment batteries with Classical Test Theory and Item Response Theory support.

Respondents must provide company information, FedRAMP High certification status, a Rough Order of Magnitude cost estimate, and technical documentation demonstrating capability to meet functional requirements, along with detailed SaaS licensing terms and pricing basis. The RFI is limited to 12 pages with no marketing materials permitted, and all information submitted becomes government property. The NAICS code is 541519, and the requirement includes a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside per VAAR 852.219-73, requiring contractors to not pay more than 50 percent of government payments to non-SDVOSB firms. Responses should be submitted via email to John A. Adamitis, Daniel Renna, and David Long at the VA, with the subject line marked "HRSM" and file size not exceeding 5 MB. This RFI is for planning purposes only with no obligation to award or provide payment for response preparation.

1. Background VHA HCM is pursuing the acquisition of a next generation HRSM Software as a Service (SaaS) solution that is a cohesive suite of applications designed to streamline HR services across the enterprise. This initiative will augment USA Staffing and USA Hire capabilities to assist in the recruitment and hiring of healthcare professionals, as well as onboarding of other employee types identified in Optional Task 8.
