About this file
This is a Performance Work Statement (PWS) for the Department of Veterans Affairs' Human Resource Service Management (HRSM) Solution, a cloud-based SaaS initiative designed to modernize HR operations across the Veterans Health Administration (VHA) serving 374,000+ users.
The solution requires delivery of a FedRAMP-authorized (Moderate impact level) commercial off-the-shelf (COTS) SaaS platform with comprehensive HR capabilities including recruitment and hiring, employee onboarding and offboarding, HR helpdesk case management, assessments and interview delivery, and advanced analytics. The base period is 12 months from contract award with four optional 12-month renewal periods, plus fourteen optional tasks that may be exercised independently. The contract requires configuration of core modules during the base period with go-live targeted for Q1 FY27 (November-December 2026) for the HR Helpdesk, followed by recruitment and hiring transition in Q2-Q4 FY27. The contractor must establish VA Authority to Operate (ATO) certification, integrate with VA's personnel system (HRSmart/PeopleSoft) as the priority integration, and migrate existing data from USA Staffing. Key deliverables include a Contractor Project Management Plan, weekly and monthly progress reports, deployment plans, training materials, and technical documentation. The solution must comply with extensive security and privacy requirements including zero trust architecture, FICAM/PIV authentication, IPv6 support, FedRAMP compliance, HIPAA standards, and trustworthy AI principles. Optional tasks encompass low-code modules, forms management, advanced analytics, Microsoft Teams integration, live chat support, additional hiring authorities, system integrations, and transition-out services. The contractor must maintain 99.5% uptime, support 350,000+ annual helpdesk cases, deliver 2,000,000 assessments and 200,000 interviews annually, and implement comprehensive disaster recovery with 12-hour Recovery Time Objective and 1-hour Recovery Point Objective.

BACKGROUND
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Human Capital Management (HCM) is committed to providing high-quality, efficient, and modern human resources (HR) support to those who deliver care to our Nation’s Veterans. With increasing workforce transparency and accountability demands, evolving regulations and policies, and a growing need to accelerate hiring there is a requirement for the evolution of VHA’s talent acquisition strategy and HR service management capabilities. This evolution is essential to ensure VHA can quickly source, attract, and hire top talent while improving service delivery and the employee experience.
To meet these challenges, VHA HCM is pursuing the acquisition of a next generation Human Resource Service Management (HRSM) Software as a Service (SaaS) solution that is a cohesive suite of applications designed to streamline HR services across the enterprise. This initiative will augment USA Staffing and USA Hire capabilities to assist in the recruitment and hiring of healthcare professionals, as well as onboarding of other employee types identified in Optional Task 8. The solution will integrate modern technologies, including analytics, to identify bottlenecks, hiring trends, and gaps to assist in tracking and reducing of VA’s Time‑to‑Hire, currently averaging 80–100 days. The solution will also include digital tools that enhance service delivery for our current employees by providing a range of knowledge, resources, service desk and self-service tools, resulting in enhanced candidate and employee experience as well as productivity. Integrating enterprise systems and consolidating capabilities into a single modern solution, the HRSM initiative directly supports VA’s enterprise talent acquisition strategy and HR service delivery goals.
The HRSM solution will also integrate with VA’s personnel system, the future Federal HR 2.0 system and core architecture to ensure seamless, secure, and scalable operations across VHA’s 374,000+ user enterprise.
