The Department of Veterans Affairs Technology Acquisition Center Austin is conducting market research for a Managerial Cost Accounting SaaS solution through a Request for Information due October 7, 2026 at 10:00 AM Eastern Time, with questions due October 1, 2026 at 10:00 AM Eastern Time. No set-aside applies. The VA seeks a commercial off-the-shelf cloud-hosted platform to replace a legacy mainframe-based Decision Support System currently running 1972-era IBM/COBOL technology.

The system must ingest a minimum of 130 million data points monthly from multiple source systems including VistA, Oracle Health, FMS, iFAMS, Summit Data Platform, and HR PAS in SQL, CSV, TXT, and SAS formats. It shall support approximately 100,000 activities across 2,000-plus cost centers with alphanumeric codes up to 20 digits, serve 133 VA Medical Centers rolling up to a centralized parent model, and support 120 concurrent users. The solution must complete month-end costing within three business days, maintain 99.5% uptime availability with 12-hour Recovery Point Objective and 72-hour Recovery Time Objective, and comply with SFFAS No. 4, HIPAA, Section 508/WCAG 2.0, NIST SP 800-53 Revision 5, FedRAMP at Moderate or High impact level, and VA security requirements including AES-256 encryption at rest and HTTPS/TLS in transit.

The acquisition includes a 12-month base period followed by four optional 12-month renewal periods, not to exceed 60 months total. Compensation comprises SaaS subscription/licensing (predominant cost element) and fixed-scope implementation and configuration services including data source API configuration, cost model configuration, legacy system migration, and up to two instructor-led training sessions. The contractor must provide unlimited software support Monday through Friday, 8:00 AM to 8:00 PM EST with one-hour response time for production outages. All releases, security patches, and vendor-supported enhancements are included at no additional cost.

RFI responses are limited to 25 pages excluding the Rough Order of Magnitude spreadsheet and compliance matrix. Submit electronically to Brianna Feaster, Contract Specialist, Brianna.feaster@va.gov and Lori Walker, Contracting Officer, Lori.walker1@va.gov. NAICS 513210; PSC DA01.
