About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is conducting market research to identify qualified vendors for Information Technology (IT) support services for the Human Capital Service Center (HCSC). The Request for Information (RFI) seeks vendors capable of providing comprehensive IT solutions, including program management, systems engineering, network support, cybersecurity, and enterprise architecture services. Key contract objectives involve supporting VA mission-critical systems such as the Talent Management System (TMS 2.0), iContent, Educational Data Repository, and Learning Content Management System. Vendors must submit responses by 1:00 PM EST on September 24, 2024, via email to Joseph.Jeranek@va.gov and Kendra.Casebolt@va.gov, with responses including company details, Unique Entity Identifier (UEI) number, business size status, and any relevant GSA schedules or government-wide acquisition contracts. The initial contract period is 12 months, with potential for four additional 12-month option periods.
The most recent modification indicates the procurement will be set aside as a Service-Disabled Veteran-Owned Small Business (SDVOSB) opportunity, to be released on GSA eBUY under NAICS code 541519 and PSC code DA01. The incumbent contractor is not identified in the documentation, and no specific award value or budget range is explicitly stated in the pre-solicitation materials. Vendors will be required to demonstrate capabilities in system security engineering, technical system engineering, Authority to Operate (ATO) activities, database management, risk management, and systems integration. The government will evaluate responses based on the vendor's ability to meet the detailed Performance Work Statement requirements, including technical expertise, system integration capabilities, and potential to support VA's mission-critical IT infrastructure. Optional tasks may include supporting national emergencies, pandemics, and other unforeseen VA needs, as well as accelerated ATO activities.
