About this opportunity
The Air Force Test Center (AFTC), located at Eglin AFB in Florida, has issued a Special Notice announcing its intent to award a sole-source contract to CCATT, LLC for a Commercial Tower lease agreement. The contract will be managed by the Installation Operational Contracting Division and is specifically for establishing a lease for a tower to support the Test Site D-6 Boresight system. The acquisition is classified under NAICS code 531390 with a size standard of $19.5M and will be structured as a Firm Fixed Price (FFP) Commercial Purchase Order. The contract will have a base year with four option years for annual extension, with an anticipated award date of March 14, 2025. The statutory authority for this non-competitive procurement is 41 United States Code (USC) 1901, implemented through FAR 13.106-1(b).
The primary objective of this Special Notice is to secure a commercial tower lease that meets specific technical requirements for the Air Force Test Center's boresight system infrastructure. Contractors interested in providing feedback must submit written responses by March 3, 2025, at 10:00 AM Central Standard Time to olivia.harris.1@us.af.mil. The government will review submissions to determine if a competitive procurement is in its best interest, though this notice is explicitly not a request for proposals or quotations. Eligible participants should be prepared to provide documentation demonstrating their capability to meet the tower lease requirements, which include providing a tower between 1,600 feet and 3 miles from the test site with specific accommodation for antenna installations and equipment space. While this is a sole-source action intended for CCATT, LLC, the government remains open to reviewing potential alternative solutions that might better serve its operational needs.
