About this file
This Performance Work Statement (PWS) details requirements for leasing space on a Crown Castle tower to support Test Site D-6 Boresight system in Venice, FL. The lease duration is one base year with four one-year options, with the tower needing to be between 1,600 feet and 3 miles from Test Site D-6's radar and telemetry systems, maintaining clear line-of-sight without obstructions.
The PWS specifies that the tower must accommodate three antennas (telemetry boresight, radar boresight, and control radio) to be installed by USAF at 260' height on the southwest leg. Additional requirements include space for a 4'x4'x6' equipment rack at the tower base, RF cable routing capabilities, and structural integrity for rigid antenna mounting. While Crown Castle will provide tower maintenance and inspection/acceptance, USAF will be responsible for providing the boresight system, maintenance, power, and installation using Crown Castle approved installers. The associated federal contract opportunity (FA2823-25-Q-A012) indicates this will be a sole-source award to CCATT, LLC as a firm-fixed-price commercial purchase order, with an anticipated award date of March 14, 2025.

Performance Work Statement (PWS)
Leased space on Crown Castle tower to support Test Site D-6 Boresight system
1.0 Introduction
Test Site D-6 is currently under development in Venice FL. D-6 will house two instruments that require a boresight capability: radar and telemetry. Test Site D-6 is not large enough to locate a boresight tower on site, so other locations off site are required for the D-6 boresight system location. Due to power limitations the boresight has to be within 3 unobstructed miles of the RADAR and Telemetry source. The tower mounting location must provide a clear line-of-sight to the D-6 site, clear of any trees or other obstructions.
Duration of this lease is expected to be 1 base year and 4 one year options.
2.0 Requirements
A boresight tower location must be at least 1600 feet from the radar and telemetry systems at Test Site D-6, and no more than 3 miles from the site. The tower mounting location must provide a clear line-of-sight to the D-6 site clear of any trees or other obstructions.
3.0 Performance Requirements
• The D-6 boresight tower must provide mounting locations for 3 antennas:
1. Telemetry boresight antenna
2. Radar boresight antenna
3. Control radio antenna
• The United States Air force (USAF) will provide the Boresight system specifications to Crown Castle.
• There must be a suitable location at the base of the tower to locate a standard 4'x4'x6' foot equipment rack. The tower must also provide a clear route to run RF cables from this equipment rack to the antenna location on the tower. The tower must support RF cables from the equipment rack to each of the three boresight system antennas.
• The tower must be structurally sound and must provide a rigid mounting location for the boresight system antennas.
4.0 Special Requirements
• The USAF will provide the Boresight system to be installed on the tower and will use Crown Castle approved installers.
• Crown Castle will provide tower maintenance; USAF will provide boresight system maintenance.
• Crown Castle will provide inspection and acceptance.
• Three antennas will be installed on this tower by USAF, on the southwest leg of the tower at a height of 260’.
• Ground space will be provided for an electronics cabinet.
• USAF will be responsible for providing power and doing the installation.
• Notifications if any equipment is damaged.
