About this opportunity
The Department of the Navy Naval Supply Systems Command seeks a one-day virtual cybersecurity training course for federal contracting professionals, with quotes due July 3, 2026 at 11:59 PM Pacific Standard Time. This is a Total Small Business Set-Aside under NAICS 611430, with a $15 million business size threshold.
Place of performance is San Diego, California. Training shall be delivered exclusively via Microsoft Teams to approximately 45 government employees—Contract Specialists and Contracting Officers—with completion required by September 30, 2026. The Government guarantees a minimum of 30 calendar days' notice between contract award and the mutually agreed training date. The training curriculum covers four core topics: Overview of Cybersecurity; Cybersecurity Laws and Regulations with emphasis on DFARS 252.204-7012 and Controlled Unclassified Information protection; Cybersecurity Standards and Frameworks including NIST SP 800-171 and CMMC; and Cybersecurity in Acquisition Planning. Content must be delivered at a non-technical, situational-awareness level targeting policy compliance and behavioral change rather than technical configuration.
The contractor must provide an instructor with demonstrated substantive, hands-on expertise in both federal contracting (including FAR, DFARS, and Navy acquisition policies) and cybersecurity, with experience teaching adult learners and facilitating discussions. Specific certifications such as FAC-C, DAWIA, or CISSP are not required. The contract is Firm-Fixed-Price with pricing fixed regardless of actual attendance fluctuations up to the 45-person threshold. No travel, lodging, or per diem costs shall be included. Quotes must be submitted as two separate documents: a Technical Narrative limited to three pages covering technical approach, sample course outline, instructor qualifications, Section 508 compliance confirmation, and instructor resume; and a Price Quote on company letterhead with CAGE/UEI number.
Deliverables include the Microsoft Teams meeting link and access instructions at least five business days before training; course presentation slides and student materials in Section 508-compliant digital format (PDFs acceptable) submitted at least 10 business days before delivery for Government accessibility review; a course recording in MP4 format within two business days after completion; and an attendance roster of successfully completed students within two business days after completion. The Government retains rights to retain, use, and redistribute all materials and recordings internally for future Government training and distribution to Government personnel. Award will be made on a best value basis using comparative evaluation, with non-price factors (technical approach and instructor qualifications) and price weighted approximately equally. The three lowest-priced offers will be initially evaluated with potential expansion of the competitive pool at Government discretion. Amendment 01 added government responses to questions. Technical questions were due July 1, 2026.
