About this file

This is a Questions and Answers document addressing clarifications for Solicitation N00244-26-Q-0046, a one-day virtual cybersecurity training course for Federal contracting professionals issued by the Department of the Navy Naval Supply Systems Command. The document confirms critical submission and delivery requirements: quotes must be submitted as two separate documents (Technical Narrative limited to 3 pages and Price Quote on letterhead with CAGE/UEI), training must be completed by September 30, 2026 with a minimum 30-day notice before the scheduled training date, and delivery will be virtual only via Microsoft Teams with no travel, lodging, or per diem costs to be included in the Firm-Fixed-Price.

The Q&A clarifies instructor qualifications, course content, and deliverable specifications. The instructor must demonstrate substantive hands-on experience in federal contracting and contract administration (including FAR, DFARS, and Navy acquisition policies) and cybersecurity expertise, though specific certifications are not required. The course may incorporate commercially developed or newly developed materials and may employ multiple instructors as needed. All student materials must be delivered digitally in Section 508-compliant format at least 10 business days before training for accessibility review and 5 business days before course delivery. The Government requires the right to retain, use, and redistribute course materials and a recorded session (in MP4 or similar format) internally for future Government training purposes within two business days after course completion. No specific instructional hour requirement is mandated; course duration should be commensurate with covering required topics and facilitating interactions and exercises. Past performance delivering similar cybersecurity training to any Federal agency or Department of Defense organization is acceptable for evaluation purposes.

Solicitation No. N00244-26-Q-0046 Questions and Answers Q&A
No.QuestionGovernment Response
1Should the proposal be submitted as two separate documents—one Technical and one Price?Confirmed. To facilitate an efficient comparative evaluation, offerors shall submit their quotes as two (2) separate documents via email. One file must contain the Technical Narative and the other must contain the Priced Quote.
2Is the 3-page limit only for the Technical Quote components (Technical Approach and Instructor Qualifications)?Confirmed. The 3-page limit applies strictly to Part 1: Technical Quote (the narrative technical approach, sample course outline, interaction description, Section 508 compliance confirmation, and the instructor's resume/biography). Part 2: Price Quote (your signed letterhead quote with CAGE/UEI) does not count toward this 3-page limit.
3Are "N00244-26-Q-0046" and "N00244-26-Q-0044" separate requirements, or was one posting issued in error?Solicitation number N00244-26-Q-0044 was issued in error and has been deleted. These are not separate requirements. N00244-26-Q-0046 is the only active solicitation. All offerors must submit their final quotes against N00244-26-Q-0046 to be considered for award. Please ensure your submission references the correct PIID.
4The PWS states the training shall be completed in a "June or July timeframe," but the combined synopsis states the training must be completed by September 30, 2026. Quotes are due July 3, 2026, so the June/July window will already have passed by the time of award. Which governs the September 30 date in the combined synopsis, or the June/July language in the PWS? Additionally, will the Government provide a minimum number of days between contract award and the mutually agreed training date so that offerors can plan accordingly? The Combined Synopsis governs. The training must be completed no later than September 30, 2026. The Government will coordinate the final training date post-award and guarantees a minimum of 30 calendar days' notice.
5The solicitation states training will be conducted "virtually or in person at Naval Station San Diego, CA, as agreed upon."

a) Will the Government indicate a preference for virtual or in-person delivery prior to award, or will that be negotiated post-award?

b) If in-person delivery is selected, will the Government provide the training facility, AV equipment, projector, and internet access, or is the contractor responsible for sourcing and funding those?

c) If in-person delivery is selected, will access to Naval Station San Diego be available to a contractor for venue purposes, and what are the lead-time requirements for base access credentials?

d) Are contractor travel and per diem costs (airfare, hotel, ground transportation, and meals) expected to be included within the all-inclusive Firm-Fixed-Price, or will the Government reimburse actual travel costs separately under the contract?

e) If travel costs are to be included in the FFP, will the Government confirm the delivery format (virtual vs. in-person) prior to quote submission so that offerors can price accordingly? The requirement has been amended to VIRTUAL DELIVERY ONLY via Microsoft Teams. All references to in-person delivery are hereby removed. Offerors shall propose a Firm-Fixed-Price for virtual training only. Do not include any costs for travel, lodging, or per diem.
6The PWS states "approximately forty-five (45)" attendees.

a) Is there a minimum or maximum attendance threshold that would affect contract performance or the completion roster?

b) If the actual number of participants differs significantly from 45 on the training date, does that affect the scope or price of the contract? This is a Firm-Fixed-Price contract for a single course delivery. Fluctuations in attendance (up to 45 students) will not affect the contract price. A roster of attendees who successfully complete the course is required.
7The PWS requires the contractor to provide student resource guides, course handouts, and digital or printed reference materials. If the contractor proposes fully digital delivery of all materials in PDF format, is printed material still required, or is digital-only delivery acceptable for PWS Section 4.5 compliance?Digital-only is confirmed. Providing fully digital, Section 508-compliant materials (e.g., PDFs) satisfies the requirement. Printed materials are not required.
8a) Is the Government's Section 508 compliance review conducted prior to or after the course delivery date?
b) Is there a specific 508 testing standard or tool the Government requires (e.g., PAC 3, Adobe Acrobat Accessibility Checker, or assistive technology verification), or is contractor self-certification of compliance sufficient? The Government will review draft digital materials for 508 compliance prior to the course delivery date. Materials must be submitted to the TPOC at least 10 business days prior to the training. Contractor self-certification is acceptable for the quote, but final materials must pass standard accessibility checkers.
9PWS Section 4.2 requires the instructor to have "demonstrated expertise in both federal contracting and cybersecurity." Does the Government require specific certifications (e.g., FAC-C, DAWIA, CISSP, Security+), or is demonstrated experience through work history and biography sufficient to meet this standardSpecific certifications are not required. Demonstrated experience through a detailed resume or biography showing proficiency in both federal contracting and cybersecurity is sufficient to meet the standard.
10additional clarification. It is understood that FAC-C and DAWIA certification are not required, but it remains unclear if you simply want the instructor's resume to demonstrate they have experience simply "teaching/training federal contracting staff", or if the requirement is for the resume to demonstrate experience in the field of federal contract administration.Substantive Subject Matter Expertise:

The instructor’s resume should clearly show real, hands on experience in federal contracting and contract administration, including work involving the FAR, DFARS, and Navy acquisition policies. This level of practical background is necessary to confidently lead discussions and case studies that reflect Navy (NAVSUP) contracting scenarios. Experience limited to teaching federal personnel/staff, without actual contracting experience, would not meet this requirement.

11Microsoft Teams hosting (PWS 4.3): Should the contractor host the session on its own Microsoft Teams tenant and provide an external join link, or will the Government host with the contractor presenting as a guest? If contractor-hosted, will Government participants on Navy/NMCI networks be able to join an external Teams meeting link without access restrictions? The Contractor shall provide the Microsoft Teams meeting link and access instructions. The Government will not host the training session unless otherwise coordinated after award. The link and instructions shall be provided to the TPOC at least five business days prior to the course. The Contractor shall coordinate with the TPOC in advance to verify access for Government participants and resolve any access issues prior to the training date.
12Delivery of student materials (PWS 4.5, 5.0): Should student materials be delivered to the TPOC for distribution (for example, by email or SharePoint), or must they be packaged for upload to a Government learning management system (for example, SCORM for Navy eLearning or TWMS)?Student materials shall be delivered digitally to the TPOC for Government distribution to participants. Consistent with the prior Q&A, draft materials shall be provided to the TPOC at least 10 business days before training for accessibility review, and final course materials shall be available at least five business days before the course.
13Data rights and reuse: Is a license for one-time delivery of the course and its materials sufficient, or does the Government require rights to retain, reuse, or redistribute the materials internally after the session? If reuse is required, are native/editable source files (for example, PowerPoint) to be provided in addition to the Section 508-compliant PDFs?The Government requires the right to retain and use the delivered course materials and recorded training internally for Government purposes. This includes making the materials and recording available to Government personnel for future internal reference and training use. The Government does not require the right to sell, publicly release, or distribute the materials outside the Government. The Contractor shall identify any restrictions on reuse in its quote. Native or editable source files are not required unless otherwise stated in the solicitation or voluntarily provided by the Contractor.
14Session recording (PWS 4.3): Is a recording of the session a required deliverable? If so, please specify the desired format and any restrictions on retaining footage that includes Government personnel.Yes. A recording of the training session is a required deliverable. The recording shall be provided to the Government for future internal Government use and may be made available to other Government employees for internal training/reference purposes. The Contractor shall coordinate with the TPOC regarding recording logistics, format, and delivery method. At a minimum, the recording shall be provided in a commonly accessible digital format, such as MP4, within two business days after course completion unless otherwise coordinated. The Contractor shall not release, publish, or distribute the recording outside the Government.
15Is the Government open to the use of commercially developed cybersecurity training materials that are tailored to satisfy the Statement of Work, or is the Government expecting an entirely new course to be developed specifically for this requirement? The Government does not dictate whether the contractor uses commercially developed materials, newly developed materials, or a combination of both. The contractor is responsible for proposing and providing course materials that satisfy the SOW requirements, including the required cybersecurity topics, relevance to Federal contracting professionals, DoN acquisition environment applicability , non-technical audience level, and Section 508 compliance.
16May the contractor propose multiple instructors (for example, a lead instructor supported by an additional subject matter expert), or is the Government expecting a single instructor for the entire course? The Government does not dictate the contractors staffing approach. The contractor may propose propose the instructional staffing model it determines appropriate, provided the proposed instructor personnel satisfy the SOW requirements for demonstrated expertise in both federal contracting and cybersecurity, experience teaching adult learners, and ability to facilitate discussions and case studies relevant to the DoN acquisition environment.
17For purposes of demonstrating instructor and organizational experience, is past performance providing similar cybersecurity training to other Federal agencies considered acceptable, or is experience supporting Department of the Navy organizations preferred?Quotes will be evaluated strictly in accordance with the criteria set forth in Addendum to FAR 52.212-2 (Section M) Demonstrating Instructor Qualifications under the Technical evaluation factor, relevant experience delivering similar cybersecurity training to any Federal agency or Department of Defense (DoD) organization is highly acceptable and will be evaluated equally. Experience is not restricted to the Department of the Navy.
18The solicitation requires the completed training session to be recorded and provided to the Government. Would an unedited Microsoft Teams recording satisfy this requirement, or is the Government expecting an edited recording prior to delivery? The Government does not dictate the contractor’s recording production process. The contractor is responsible for providing a recording of the completed training session in a commonly accessible digital format, such as MP4, for future internal Government use, within the timeframe stated in the SOW.
19The solicitation identifies the requirement as a one-day virtual course. Could the Government please clarify the anticipated instructional duration (for example, approximately 6, 7, or 8 instructional hours excluding breaks)? The requirement is for one-day virtual course. The Government does not prescribe a specific number of instructional hours. The course duration should be commensurate with the proposed training material and sufficient to satisfy the SOW requirements, including coverage of the required topics, virtual interactions, and individual or group exercises.
