About this opportunity
The Department of Homeland Security's Office of Procurement Operations is seeking cellular wireless managed services through the CWMS 3.0 Indefinite Delivery Indefinite Quantity (IDIQ) contract to support 12 DHS components including CBP, CISA, FEMA, and ICE with approximately 80,000 lines of service. The comprehensive services include program management, telecommunications expense management, mobile device management, service desk support, onsite labor support, in-building cellular enhancement services, and a web portal with advanced reporting capabilities. Offerors must possess a Top Secret facility clearance and provide commitment letters from major carriers including Verizon, T-Mobile, AT&T, and FirstNet. The evaluation will follow a two-phase down-select process, with Phase 1 requiring mandatory Pass/Fail evaluation of facility clearance and carrier commitments, followed by Phase 2 trade-off evaluation of management approach, web portal capability, past performance, and pricing. Industry partners must submit questions and comments using the provided Excel template to Sohl Han and Nicole Belanger by 2 pm Eastern Time on June 30, 2025.
This procurement is designated as a total small business set-aside under NAICS code 517121 for telecommunications resellers, with a substantial contract ceiling of $3,066,613,353.66. The contract structure includes a 12-month base period beginning November 2025, followed by nine 12-month optional periods extending through November 2035, creating a potential 10-year performance timeline. The IDIQ will support approximately 80,000 lines of service across the DHS enterprise, with task orders potentially utilizing Firm Fixed Price, Time and Materials, or Labor Hour contract types. Core services are mandatory while optional services include cellular and satellite wireless devices, accessories, licenses, MDM services, labor support, and in-building cellular enhancement. The contract emphasizes cost reduction, improved program efficiencies, and timely access to the latest cellular wireless technologies to support critical DHS mission requirements. No incumbent contractors are specifically identified in the current draft solicitation documents.
