About this opportunity
The Department of the Air Force Pacific Air Forces is preparing to solicit custodial services for Misawa Commissary at Misawa Air Base, Japan, with a pre-proposal conference and site visit scheduled for approximately August 5, 2026, and solicitation due date of July 14, 2026. No set-aside applies.
Place of performance is entirely in Japan at Building 323 (noted as Building 325 in the title but 323 in the description), Misawa Air Base. The service encompasses all management, personnel, supervision, supplies, equipment, tools, materials, and services necessary to maintain the commissary in accordance with a performance-based work statement and commercial standard practices.
Period of performance runs one basic year from December 1, 2026, through November 30, 2027, plus four one-year option years extending through November 30, 2031.
Four mandatory eligibility requirements apply. Offerors must submit a Japanese building-cleaning or environmental-sanitation license or certification (Kenchikubutsu Seisougyou Touroku or Kenchikubutsu kankyoeisei sougou kanrigyou touroku); subcontractor licenses do not satisfy this requirement. Attendance at the pre-proposal conference and site visit on or around August 5, 2026, is mandatory. Offerors must provide recent and relevant past performance information from U.S. installations in Japan within three years of the RFQ issuance date, with performance scope, magnitude, and complexity comparable to the subject service. If subcontracting is proposed, both parties must provide signed certificates or consent documentation.
