About this opportunity
The Department of Agriculture Forest Service is soliciting price quotes for indefinite-delivery/indefinite-quantity (IDIQ) contracts to provide vault toilet pumping services across the Custer-Gallatin National Forest. The contractor must furnish all materials, chemicals, equipment, supervision, transportation, and disposal services necessary to pump approximately 237 vault toilets located across eight ranger districts in Montana and South Dakota. The solicitation emphasizes best value evaluation, with offerors required to submit completed price schedules for their chosen ranger districts, an experience questionnaire demonstrating relevant past performance on similar projects, annual representations and certifications, and acknowledgment of any amendments. Contractors must respond to pumping requests within 24 hours and complete service within 72 hours, working Monday through Friday with at least one month advance notice between task order issuance and completion. The deadline for submitting questions is February 10, 2026, with proposals due by 3:00 PM Mountain Standard Time on February 13, 2026.
This procurement is designated as a 100 percent small business set-aside under NAICS code 562991 (Septic Tank and Related Services) with a $9.0 million size standard, and no incumbent contractors are identified in this solicitation notice. The contract base period runs from May 1, 2026 through April 30, 2027, with four potential one-year option periods extending through December 31, 2030, and the government guarantees minimum purchases of $2,500 during the base period with unit pricing capped at a maximum order of $100,000. Vault sizes range from 250 to 2,500 gallons across the service areas, requiring contractors to assess logistical requirements and service route planning across multiple ranger districts including Beartooth, Bozeman, Gardiner, Hebgen Lake, Yellowstone, Ashland, and two Sioux districts. The place of performance is Bozeman, Montana 59771, with work distributed across multiple counties in Montana and South Dakota as identified on the vault toilet location maps. Successful contractors must attend a post-award conference within 30 days of contract award, and all payments will be processed through the Invoice Processing Platform (IPP).
