About this opportunity

The Department of the Air Force Air Mobility Command, through the 628th Contracting Squadron, is procuring Cummins Mobile Generators under RFQ FA441825Q0009 for Joint Base Charleston, South Carolina. The solicitation seeks new mobile generators including a 70kW diesel genset, a 200kW diesel genset, and two paralleling harnesses, all designed for standby rental applications with 50/60Hz frequency capabilities and meeting military standards including MIL-DTL 32496 and NATO STANAG 4135. Offerors must be registered in the System for Award Management (SAM) and demonstrate technical capability to meet all requirements specified in the salient characteristics documentation. The government will evaluate offers based on two factors in order of importance: price and technical capability, with award going to the lowest-priced technically acceptable offer. Electronic quotes must be submitted to luke.jackson@us.af.mil and sherina.sartin@us.af.mil no later than 1400 EST on June 17, 2025, with quotes remaining valid for 45 days after the closing date.

This procurement is designated as a 100% small business set-aside under NAICS code 335312 (Motor and Generator Manufacturing) with a size standard of 1,250 employees. The acquisition represents a sole-source procurement justified by a US Air Force Civil Engineering Center memorandum from June 2022 that standardized generator requirements for Joint Base Charleston through June 2027. The generators are part of a five-year replacement plan for end-of-life equipment, with current generators experiencing increasing difficulty in sourcing parts. The specific quantities include one 70kW generator for Command Post activities, one 200kW generator for CE UCC activities, and two paralleling harnesses to enable synchronized operation. Performance will occur at Joint Base Charleston, North Charleston, SC 29404, with the contract to be awarded as a Firm Fixed Price Purchase Order without contract financing.
