About this file

This document is a Memorandum for Record containing solicitation questions and answers clarification from the 628th Contracting Squadron at Joint Base Charleston, dated 11 June 2025. The memorandum addresses four key questions regarding a generator procurement, specifically clarifying that the Air Force is seeking new generators, not reconditioned (ReCon) engines. The clarifications specify that all listed items are required for purchase, not rental, and that while Cummins uses the term 'Rental', the generators are actually new units being sold outright. The document is signed by Sherina M. Sartin, a Contracting Officer, and provides definitive guidance to potential vendors about the nature and requirements of the generator procurement.

628TH CONTRACTING SQUADRON (AMC)

JOINT BASE CHARLESTON SC

11 JUNE 2025

MEMORANDUM FOR RECORD

FROM: 628 CONS

628th Contracting Squadron 101 E. Hill Blvd, Bldg 503 Joint Base Charleston SC 29404

SUBJECT: Solicitation Questions and Answers Clarification

1. 1.Are you looking for a replacement ReCon engine, or are you looking for a replacement generator? We are looking for new generators not ReCon engine 2.If you are looking for a replacement ReCon engine, please provide the failed engine serial number or required engine number. We are not looking for a ReCon engine and the engine number will be listed in the Engine Specifications under Engine Model number.

3.Please clarify whether all the items listed in the fill in sheet are required for purchase ?

They items are required for purchase not rented and new.

4. Are the rental gensets not to be purchased and we need to quote only rents ? They will be purchased. Cummins uses the term ‘Rental’, and it is used because the principal market for this equipment is rental companies. However, each unit is newly manufactured and sold outright, rather than leased.
