About this file
This document is an Areas of Interest (AoI) Amendment for the U.S. Army Contracting Command – Sierra Army Depot (ACC-SIAD) Organic Industrial Base (OIB) Modernization Commercial Solutions Opening (CSO), issued under Solicitation Number W912GY-25-S-C001. The CSO seeks innovative commercial solutions to modernize Sierra Army Depot's operations through a streamlined acquisition process under DFARS Subpart 212.70 and FAR Part 12 Commercial Item Procedures, open to both traditional and non-traditional defense contractors.
The solicitation identifies eight continuously open Areas of Interest: (1) Agile & Adaptive Facilities enabling rapid adaptation to mission changes through integrated physical and virtual processes; (2) Advanced Manufacturing & Maintenance modernizing depot operations including wash, blast, weld, paint, preservation, and repair processes; (3) Automation & Robotics for materiel handling, warehousing, and processing to reduce manual labor; (4) Logistics & Inventory Management Modernization implementing modern hardware and software systems for warehouse operations; (5) Airfield Maintenance covering infrastructure inspection, preservation, and repair including weather observation systems; (6) Energy, Environmental, and Chemical Management addressing sustainable solutions for surface coating, cleaning, and plating; (7) Public Private Partnerships exploring collaborations with private industry for accelerated modernization; and (8) Advanced Packaging Manufacturing at the Point-of-Need for on-site customized crate, pallet, and skid fabrication using lightweight, recyclable materials. All solution briefs submitted under these AoIs will be evaluated and retained in the ACC-SIAD library if government funding becomes unavailable.

6. General Areas of Interest (AoI)
6.1 Continuously Open AoI’s
The following AoI’s are of continuous interest for SIAD. All solution briefs received under these AoI’s will be evaluated IAW section 3.2.2 above. NOTE: If government funding and/or resources are unavailable for the proposed effort, all Phase 1 Solution Briefs will be retained in ACC-SIAD library.
Solution Briefs are submitted to both the primary and alternate POCs for this CSO Solicitation. Naming convention should include the number of the CSO and your company name.
(1) Agile & Adaptive Facilities Developing scalable, world-class facilities that can rapidly adapt to changing mission requirements. This includes the integration of physical and virtual processes to create flexible production, maintenance, and demilitarization lines, enabling the Depot to respond quickly to engineering changes and supply chain variations.
(2) Advanced Manufacturing & Maintenance- Integrating innovative technologies to enhance the speed, scale, and precision of Depot operations. Modernize and create efficiency in the Depot’s maintenance processes and parts capabilities, which include wash, blast, weld, paint, preservation and repair processes supporting a wide variety of systems and platforms. Consider and address challenges with safety, environmental compliance, capacity and efficiency.
(3) Automation & Robotics - Automation can be defined as an automatic control measure that uses feedback loops (input) from sensors, cameras, encoders, lasers, and probes to control (output) a process, mechanism, or system. Automation is achieved by various means including mechanical, hydraulic, pneumatic, electrical, electronic devices, and computers, usually in combination. Implementing automated and robotic systems for materiel handling, warehousing (pick, sort, and store), and processing. This focus area aims to reduce manual labor in repetitive or hazardous tasks, improve efficiency, and increase the accuracy and speed of logistics and maintenance operations.
(4) Logistics & Inventory Management Modernization - Re-engineering inventory and warehouse management systems to increase accuracy, reduce loss, and improve efficiency. The focus is on implementing modern hardware and software (e.g., Warehouse Management Systems) to streamline the receiving, storage, and picking processes.
(5) Airfield Maintenance - Airfield maintenance encompasses the comprehensive inspection, preservation, and repair of all airport infrastructure and grounds essential for safe and efficient aircraft operations. Key aspects include maintaining clear pavement markings and electrical systems, managing snow and ice, controlling debris and vegetation, and coordinating with air traffic control to minimize operational impacts. Airfield Maintenance also includes Automated Weather Observing System (AWOS), a system that provides continuous, real-time weather information for airports, pilots, and other aviation stakeholders.
(6) Energy, Environmental, and Chemical Management Promoting the safe, sustainable, and efficient use of energy, fuels and chemicals across all depot facilities and operations. This involves but is not limited to finding innovative solutions for surface coating, cleaning, stripping, and plating that reduce hazardous waste and improve overall sustainability.
(7) Public Private Partnerships (P3) Opportunities Exploring and establishing collaborations with private industry to leverage commercial innovation, investment, and expertise. This AoI focuses on developing partnerships to accelerate modernization, enhance operational efficiency, and sustain critical depot capabilities through shared resources and risk.
(8) Advanced Packaging Manufacturing at the Point-of-Need On-site fabrication technologies and non-lumber material solutions enabling Sierra Army Depot (SIAD) to manufacture customized crates, pallets, skids, and blocking. Solutions must deliver a highly versatile, scalable manufacturing capability that can rapidly adapt to produce an endless variety of dimensions using lightweight, weather-resistant, and easily recyclable materials. The technology must replace legacy carpentry operations to eliminate labor-intensive bottlenecks, high material washout rates, continuous lumber procurement costs, and ISPM-15 Wood Packaging Material (WPM) compliance risks, ultimately modernizing depot out-loading throughput and reducing lifecycle logistics costs
