About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), specifically the Office of Space Commerce Commercial Remote Sensing Regulatory Affairs (CRSRA), is conducting market research for a professional services contract to support their regulatory activities. The primary procurement objectives include accessing a comprehensive, searchable database of remote sensing space system operators, their technical capabilities, and data costs, with advanced search and export functionalities. Additionally, CRSRA requires pre-formulated analysis reports on Earth Observation, space industry, and government space sectors, along with bespoke analysis of global space industry regulation focusing on space-based remote sensing. The contract will be administered under NAICS code 541611 (Administrative Management and General Management Consulting Services), with a size standard of $24.5 million. This Sources Sought Notice is seeking market research responses, with submissions due by April 4, 2025, though the government does not intend to award a contract directly from this notice or reimburse respondents for information provided.

The procurement does not have a specific set-aside designation and will be open to qualifying vendors. The contract will be structured in three distinct phases, with the initial phase requiring off-the-shelf market reports and database access within 30 days of award. Subsequent phases will involve comprehensive studies on global space-based remote sensing regulations and benchmarking international commercial and civil satellite systems, with a focus on technologies like optical satellite systems, Synthetic Aperture Radar (SAR), and Light Detection and Ranging (LIDAR). The contract will mandate ongoing quarterly monitoring and analysis of global satellite system developments, with updates required on the 15th of January, April, July, and October. While specific award values are not disclosed, the size standard suggests potential contract values up to $24.5 million. The research will exclude certain technologies not regulated by CRSRA, such as radio frequency systems and downstream analytics companies, and will aim to support CRSRA's regulatory responsibilities by maintaining comprehensive knowledge of the global commercial remote sensing market.
