This Draft Performance Work Statement (PWS) outlines requirements for the Commercial Remote Sensing Regulatory Affairs (CRSRA) Earth Observation Market Monitoring Professional Services contract. The procurement is divided into three phases with specific deliverables: Phase 1 requires the contractor to provide off-the-shelf market reports and database access within 30 days of award, covering Earth Observation, Space Industry, and Government Space sectors. Phase 2 involves two key studies: a comprehensive analysis of global space-based remote sensing regulations across different countries and a benchmarking study of international commercial and civil satellite systems, focusing on cutting-edge Earth observation imaging technologies including optical satellite systems, Synthetic Aperture Radar (SAR), and Light Detection and Ranging (LIDAR) systems.

Phase 3 mandates ongoing quarterly monitoring and analysis of global satellite system developments, with updates due on the 15th of January, April, July, and October. The contractor must provide detailed assessments of shifts in satellite system development, including launching capabilities and financing changes. The study will exclude certain technologies not regulated by CRSRA, such as radio frequency systems and downstream analytics companies. The objective is to support CRSRA's regulatory responsibilities by maintaining comprehensive knowledge of the global commercial remote sensing market, technological trends, and international regulatory landscapes.

DRAFT Performance Work Statement (PWS)

CRSRA Earth Observation Market Monitoring Professional Services

SCOPE OF THE REQUIREMENT

I. INTRODUCTION: The Office of Space Commerce Commercial Remote Sensing

Regulatory Affairs (CRSRA) is responsible for granting and monitoring operating licenses for private remote sensing space systems pursuant to 51 U.SC. chapter 601 (the Land Remote Sensing Policy Act of 1992) and implementing regulations found at 15 C.F.R. part 960 (“the regulations”). The regulations require CRSRA to maintain knowledge of the global commercial remote sensing (Earth Observation) market. This includes a need to survey existing and future space-based capabilities, space system technology trends, and traditional and emerging space-based remote sensing phenomenologies and their uses. It also includes a need to sustain insight into Earth Observation market dynamics and competition, government space programs that intersect and impact the commercial market, and the remote sensing data and products that are being made available from both civil and private space-based remote sensing systems.

II. OBJECTIVE: CRSRA requires contractor subject matter expert analytic products pertaining to the Earth Observation sector (systems and data and services market), the space industry (economy, technology trends, market dynamics), and government space programs. Along with these commercial-off-the-shelf analytic products, CRSRA requires access to the contractor subject matter expert-curated database access to augment CRSRA’s bespoke analysis of the global remote sensing industry. CRSRA additionally requires contract subject matter expertise to generate a bespoke analysis pertaining to the global state of space-based remote sensing regulation and the specifics of such regulation in individual countries outside of the United States.

III. SCOPE: The following contractor attributes and task list are not exhaustive, but rather indicate the types of functions to be addressed and tasks to be undertaken by the Contractor. Specific attributes and task examples include the following:

CRSRA business requires nondisclosure of information as the regulatory environment involves proprietary information. The Contractor shall document freedom from organizational conflicts of interest (COI), as set forth in the Federal Acquisition Regulation (FAR), Subpart 9.5, as well as personal conflicts of interest (FAR 3.104), which may present potential biases or financial conflicts.

The Contractor shall provide access to one or more databases containing information regarding the Earth Observation market, data, and systems; the space industry market, financing, and technology trends, and government space programs, particularly those civil programs that intersect Earth Observation. The database(s) shall provide search, filtering, and export capabilities to support bespoke analysis.

The Contractor shall provide commercial-off-the-shelf analytic reports of the global market for Earth Observation companies, civil government agencies, and space industry technology and market trends.

The contractor shall provide bespoke analysis assessment of global space-based

activity regulation, including all countries that currently regulate private space activities, which of those regulate remote sensing, specifically, and the nature of such regulations and any known restrictions emplaced by such regulations on remote sensing activities or data. The contractor shall additionally survey countries that are contemplating such regulation and the nature of the future regulation, as far as it is proposed.

IV. TASK REQUIREMENTS:

Phase 1 Commercial-off-the-Shelf Analytic Report & Database Access

The Contractor shall provide their company’s off-the-shelf reports, such as the Earth Observation, Space Industry, and Government Space reports and access to the Contractor’s curated databases of information for bespoke analysis.

Deliverables

A. Access to reports and database shall be made available within 30 days after order award.

Phase 2 Bespoke Study of Global Space Regulation & Remote Sensing Regulation Specifics The Contractor shall provide a dedicated study on the global state of space industry regulation outside of the United States. The study will include focused analysis of which countries regulate government and/or private space-based remote sensing operations/activities/data. Analyzed regulation may include ad hoc regulation established through policy or promulgated regulation pursuant to legal authorization. Analysis will include known restrictions on operations/activities/data, reported restrictions on operations/activities/data, and international agreements between nations that establish mutual restrictions or permissions. The analysis shall also include a survey of countries that have indicated interest or initiated the process to establish such regulations, including a description of what has been proposed.

The Contractor analysis described above shall comprehensively cover each known or proposed regulation and shall organize the study by country, excluding the United States.

The Contractor shall provide to CRSRA a prototype for review and comment.

Deliverables A. Study Report shall be delivered electronically 120 days after order award. DRAFT

CRSRA Research Report

The Contractor shall provide their company's off-the-shelf research reports, such as the "EO Data & Services Market report" which act as the foundation to the in-depth research conducted in Phase 2, to CRSRA as requested.

A. Research Reports shall be delivered electronically 30 days after order award.

Phase 2

CRSRA Dedicated Study of Global Commercial and Civil CRS, systems

The Contractor shall provide a dedicated study on the benchmarking of international commercial and civil satellite systems. The study will include analysis of the development of "cutting-edge" Earth observation imaging technologies, which exceed the capabilities of current systems.

The study shall include global commercial constellations, government-owned constellations available through commercial channels (i.e. a dedicated entity which is responsible for the sale of government satellite data), as well as civil systems for which data are available through government programs.

The contractor shall assess, at a minimum, the following technologies:

A. Optical satellite systems (including all panchromatic, multispectral and hyperspectral, greenhouse gas, and thermal infrared imaging)

B. Synthetic Aperture Radar (SAR) (including C, X, L, and P-band systems as well as bistatic SAR systems)

C. Light Detection and Ranging (LIDAR) systems.

4 DRAFT

The Contractor shall organize the study using the technologies listed above. Within each technology, there will be common themes to support an analysis across different sensor technologies and target markets.

The study will start with a more in-depth profiling (a vertical assessment) into the Earth observation constellation organizations, including both private sector operators and government. Each element of this in-depth vertical profile will be compared to the same elements of other organizations in a horizontal analysis. The study will present a global market prospect and user needs analysis first, followed by the global benchmark analysis of technical parameters and market aspects for each sensing technology, and concluding with the profiles of the operators of each sensing technology.

The Contractor shall provide to CRSRA a prototype report for review and comment.

A. Study Report shall be delivered electronically 90 days after order award.
