About this file

This is a Request for Information (RFI) from the Office of Space Commerce Commercial Remote Sensing Regulatory Affairs (CRSRA) seeking market research on Earth Observation services. CRSRA requires a searchable database containing information about remote sensing space system operators, their technical capabilities, and data costs, with advanced search and export features. Additionally, they are seeking pre-formulated analysis reports on Earth Observation, space industry, and government space sectors, as well as bespoke analysis of global space industry regulation focusing on space-based remote sensing.

The RFI poses specific questions to potential vendors, including company details, NAICS code, experience in market insights, service capabilities, database content description, report summaries, and cost estimates for database access, pre-formulated reports, and regulatory analysis. Vendors are asked to provide lead times for service delivery, confirm their ability to meet the draft Performance Work Statement (PWS) requirements, and raise any concerns about the outlined specifications. The opportunity is associated with NAICS code 541611 with a size standard of $24.5 million, and will be administered by the National Oceanic and Atmospheric Administration (NOAA) Corporate Services Acquisition Division.

Request For Information (RFI)

BACKGROUND

The Office of Space Commerce Commercial Remote Sensing Regulatory Affairs (CRSRA) requires access to a searchable database containing information about remote sensing space system operators, their remote sensing space systems, and the system technical capabilities and data costs. The database should have search and filter mechanisms as well as result export capabilities to assist in CRSRA custom research. In addition, CRSRA requires access to pre-formulated, off-the-shelf analysis on the Earth Observation, space industry, and government space sectors to augment database access and custom research.

In addition to the database and pre-formulated analysis, CRSRA requires bespoke analysis of the global state of space industry regulation with focus on space-based remote sensing regulation.

Draft PWS is attached with this notice.

QUESTIONS FOR VENDORS

• Provide Company Name, Company Address, Point of Contact, Telephone Number, and E-mail Address

• What is your company’s NAICS code? What size business are you registered as with this code? Note: The Government may consider an alternate NAICS code.

• What is your organization’s experience with and capability to provide market insights, analysis, and data regarding the commercial remote sensing industry?

• Describe the services you offer that will meet the requirements in the proposed PWS, including the database access and pre-formulated reports as well as the remote sensing regulation analysis

• Describe the content and level of detail in the searchable remote sensing database that is being offered.

• Provide a summary of the content presented in pre-formulated reports on the Earth Observation sector, the space industry, and the government space sector.

• Provide a cost estimate or estimates for database access combined with options for one or multiple pre-formulated reports as described in the draft PWS.

• Provide a cost estimate for the bespoke regulation analysis.

• What is the normal lead-time for delivery of the service and products, once an order is received?

• Will your company provide the service listed in the accompanying draft PWS?
