About this opportunity

The U.S. Army Engineer Research and Development Center's Cold Regions Research and Engineering Laboratory (CRREL) is soliciting proposals for automatic propane delivery services under solicitation number W913E526R7469. The procurement requires the contractor to provide recurring propane delivery to support heating operations at the CRREL facility in Hanover, New Hampshire, with pricing structured as a fixed margin cost per gallon added to the Selkirk Wholesale Propane terminal cost at time of delivery. Key requirements include monitoring and automatically filling seven propane tanks (three government-owned underground tanks and four vendor-supplied above-ground tanks) to prevent service interruption, maintaining a 95 percent compliance threshold to prevent tank depletion, submitting accurate monthly invoices with 100 percent compliance, and ensuring all contractor personnel are U.S. citizens who pass E-Verify verification and obtain security badges. The government will evaluate proposals using a Best Value Trade-off approach, with Technical Capability and Past Performance weighted equally and significantly more important than Price, using an adjectival rating system (Outstanding, Good, Acceptable, Marginal, or Unacceptable) for technical and past performance factors. The proposal submission deadline is March 4, 2026, with a mandatory site visit scheduled for February 27, 2026 at 0900 AM EST, and vendors must register their attendance by February 25, 2026 at 1500 PM EST.

This is an unrestricted procurement with no set-aside designations, using NAICS code 325120 (Industrial Gas Manufacturing) with a 1,200-employee size standard. The contract will run from May 1, 2026 through April 30, 2031, consisting of a base year plus four option years, with an estimated annual propane volume of 15,000 gallons in the base year and up to 20,000 gallons with an additional 7,000-gallon option available annually. Proposals must be submitted in three volumes: a technical proposal limited to 60 pages (including a 20-page Operations Plan and 20-page Key Personnel section), a past performance volume demonstrating relevant experience within the past five years, and a price proposal using Standard Form 1449 detailing margin and cost per gallon figures for each contract year. All proposals must be submitted electronically to ethel.d.grant@usace.army.mil with an active System for Award Management (SAM) registration, and questions regarding the solicitation must be submitted within ten calendar days of the proposal due date. The place of performance is the CRREL facility located at 72 Lyme Road, Hanover, New Hampshire 03755, with normal operating hours Monday through Friday, 0700–1600, excluding federal holidays.
