About this opportunity

The National Park Service (NPS) is seeking a contractor to implement an Intelligent Transportation System at Crater Lake National Park through solicitation 140P2025R0017. The project involves installing solar-powered, radar-activated roadway signs, including icy road and queue warning signs, portable changeable message signs, constructing a new turnout, striping a location along the Volcano Legacy Scenic Byway, installing pole-mounted web cameras, and placing a static sign identifying wait times near the Annie Springs Entrance. The solicitation will use a Best Value Tradeoff source selection process, with non-price factors (technical approach, schedule, technical experience, and past performance) being significantly more important than price. Proposals must be submitted electronically, with specific page limitations for each volume. The key evaluation criteria will focus on the contractor's understanding of project requirements, risk mitigation, schedule efficiency, technical experience in similar projects, and past performance record. The proposal due date is April 23, 2025, at 4:00 pm MDT.

This is a total small business set-aside contract under NAICS Code 237310 with a $45.0 million size standard. A bid guarantee of 20% of the total offer price or $3.0 million (whichever is less) is required, along with performance and payment bonds. Key personnel must include a project manager, site superintendent, quality control manager, and safety manager with specified minimum qualifications and experience. The prime contractor must perform at least 15% of the work with its own employees. The project will be located at Crater Lake National Park in Oregon, with work to begin within 10 days of the notice to proceed.
