About this file

This document is a Request for Information (RFI) for the CRLA 245275 Intelligent Transportation System solicitation (140P2025R0017) issued by the National Park Service. The RFI contains 25 questions and answers addressing technical details for a small business set-aside contract involving the installation of an intelligent transportation system. Key requirements include providing two 4-megapixel dome cameras with specific network capabilities, multi-mode fiber optic cable, camera poles (to be supplied by the contractor), and camera installation at heights of 28 and 29 feet. NPS will separately purchase and deliver two Portable Changeable Message Signs (PCMS), and the cameras are intended to monitor roadway traffic conditions with a distance of approximately 985 feet between the camera pole and entrance station.

The solicitation specifies technical requirements for camera systems, including support for IPv4 and IPv6, local video storage via microSD card, and compatibility with dynamic IP addressing. Contractors must provide camera equipment meeting detailed specifications, with NPS allowing flexibility in specific models as long as they meet the technical requirements. Past performance will be evaluated using both Contractor Performance Assessment Reporting System (CPARS) and Past Performance Questionnaires (PPQs). The project involves network infrastructure, surveillance equipment installation, and associated site improvements within a national park setting.

RFIs CRLA 245275 Intelligent Transportation System

Solicitation 140P2025R0017 April 14, 2025

Q1. The plans call out having multi-mode fiber optic cable, but specifications call out single-mode fiber. Which is intended to be used on this project?

A1. Multi-mode fiber must be provided.

Q2. For the CCTV system is there a part number or brand to reference for desired system?

A2. Any model that meets the specifications in the solicitation will be accepted. The Government may not single out specific brands for procurement actions.

Q3. Camera poles are shown to be done by others. Is a cut sheet available? If camera poles are supplied by agency will the construction inspection of these per spec be taken care of by agency?

A3. Camera poles are to be supplied by the contractor. Therefore, a cut sheet is not available, and inspection will be the responsibility of both the contractor and NPS.

Q4. What will the finish be on the camera pole that needs to be painted brown?

A4. "NPS Brown" powder coat for aluminum poles. Hot-dipped galvanized and "NPS Brown" powder coat for steel poles.

Q5. Per plan PCMS is to be supplied by contractor but per specification the agency is providing. Can this be clarified who is responsible for purchase and delivery of PCMS?

A5. NPS will purchase and deliver the PCMS separately.

Q6. Are any pictures or quantity of stripe removal at the PCMS turnout north available?

A6. There is no proposed removal of existing striping for the north PCMS turnout. The plans (Sheet C1.2) show the extension of the existing shoulder stripe between the PCMS area and the travel lane, but there is no removal of existing striping in this location.

Q7. The specification lists a minimum of two (2) copper ethernet ports required. This is just a lower number than I am used to seeing, would 4 or more ports be useful to the project?

Also, by extension, how many copper ports will be populated with PoE devices? This will help allocate the required PoE budget.

A7. Minimum of two copper ports are required since two cameras are installed. A switch with additional copper ports that meet the specification requirements is also acceptable.

Per design 2 POE cameras will be installed; actual POE requirements will be based on the CCTV camera proposed by the contractor. Camera specifications call out maximum POE demand anticipated.

Q8. What are the power input requirements for the Industrial Ethernet Switch. AC 120v, DC, etc.?

A8. Design, as shown, has 120V AC running to the NEMA enclosure on the CCTV pole to power the internal components.

Q9. Page 9 of the solicitation - work consists of - note 2 - provide two portable changeable message signs (PCMS). Project Specifications - Section 01 11 00 Summary of Work Part 1.2 B - work consists of - note 2 - Providing two portable changeable message signs (PCMS).

Project Specifications - Section 34 41 16 - Traffic Control Equipment - Note: Portable Changeable Message Signs is assumed to be procured by NPS separate from the prime construction contract. This Specification Section is provided to facilitate this separate purchase. This Section should not be included with other Construction Specifications Sections. My question is do we need to purchase and provide the PCMS's as part of this contract or is NPS procuring them?

A9. NPS will purchase and deliver the PCMS separately. Note: The Project Specifications incorrectly stated that PCMS are provided by the contractor. Revised Project Specifications will be issued.

Q10. What type of cameras do you want?

A10. Any model that meets the specifications in the solicitation will be accepted. The Government may not single out specific brands for procurement actions.

Q11. What are you trying to view? (road, license plates)

A11. Roadway traffic conditions.

Q12. Do you have an existing CCTV system? If so, what is it?

A.12 No we do not.

Q13. Are you trying to view these two cameras from the entrance station monitors? Do we need to supply monitors for these cameras?

A.13 NPS may view camera images on entrance station monitors. However, NPS will supply any monitors that may be needed.

Q14. What is the distance to the camera’s location?

A14. The distance between the camera pole and the entrance station is approximately 985’ along the conduit route shown in the plans. Contractor is responsible for confirming actual conduit run lengths in the field. Note: the graphic scale bars shown on plan sheets are shown incorrectly at twice their proper size. The written scales (e.g. 1” = 30’) are correct, however.

Q15. If the cameras are over 900’ from the entrance station, is it okay to change the fiber to single mode fiber?

A15. Multi-mode fiber must be provided.

Q16. Excess dirt from excavation – removed or spread out at a designated location?

A16. Remove excess material from excavation and stockpile at a location within the park designated by the Contracting Officer.

Q17. PCMS Turnout North (C1.2) clarification as to is this an existing turnout that requires only restriping? Or does this require accounting for new base, asphalt + re-striping?

A17. This is an existing paved turnout that only requires additional striping.

Q18. The drawing shows a dome camera - is this the desired form factor? Given it is for vehicles, the bullet might best suit this due to the lens range. Both can be pole mounted.

A18. A dome camera is required.

Q19. Camera installation height on the pole - is it 28 and 29 as in feet?

A19. Yes, camera height dimensions are in feet.

Q20. How many MP are required for the camera?

A20. Per the project specifications, Section 28 20 01 - Video Surveillance System, 4 MP are required.

Q21. If going to a network, do you know which VMS?

A21. Per the project specifications, Section 28 20 01 - Video Surveillance System,

a) the camera shall support both fixed IP addresses and dynamically assigned IP addresses provided by a Dynamic Host Control Protocol (DHCP) server.

b) The camera shall allow for automatic detection of the camera based on UPnP and Bonjour when using a computer with an operating system supporting this feature.

c) The camera shall provide support for both IPv4 and IPv6.

d) The camera shall provide support for IPv6 USGv6.

Q22. Do you want to record camera images on SD Micro card?

A22. Per the specifications, Section 28 20 01 - Video Surveillance System, the camera shall provide local video storage utilizing microSD/microSDHC/microSDXC memory card expansion.

Q23. Specs note that the Portable Changeable Message Signs (PCMS) are assumed to be provided by NPS. Meanwhile In the solicitation, section C it calls out providing (2) of the PCMS signs: "Section C, #3 and #4 of the specifications require two portable changeable message signs (PCMS)”. Will these message signs be provided by NPS, or should we include them in our pricing?

A23. NPS will purchase and deliver the PCMS separately. Note: The Project Specifications incorrectly stated that PCMS are provided by the contractor. Revised Project Specifications will be issued.

Q24. I would like to clarify the requirements for Volume 3: Factor 4 – Past Performance. For some of our projects, we have CPARS available. Would it be acceptable to submit CPARS in place of the Past Performance Questionnaire (PPQ), or would we still be required to have the PPQ completed and submitted by our references?

A24. PPQs also evaluated if submitted by references in addition to CPARS that are obtained by NPS. See Solicitation Section L Volume 3: Factor 4, Past Performance.

Q25. We are looking to participate in the subject procurement and wonder if there is a requirement to be small business certified, based on the note below.

Classification

• Original Set Aside: Total Small Business Set-Aside (FAR 19.5)

A25. Yes, the solicitation is being conducted as a total small business set-aside. Refer to the Solicitation SF 1442 form and the 52.204-8 Annual Representations and Certifications provision in Section K of the Solicitation.
