Contractors must be classified under NAICS Code 238210 (Electrical Contractors and Other Wiring Installation Contractors) and demonstrate capability to work on projects at military facilities worldwide, including locations in Japan, Hawaii, Guam, Alaska, Europe, Africa, the Middle East, and Diego Garcia. The evaluation will assess contractor qualifications, technical capabilities, and capacity to meet military and federal standards, including compliance with OEM certification requirements and cybersecurity standards. The contract will replace a similar $53 million contract awarded in 2021, suggesting comparable scope and value. The contract structure includes a 60-month base period with a six-month option period, utilizing Firm Fixed Price (FFP) pricing methodology with task orders issued for specific projects as needed. The annual size standard for this NAICS category is $19.0 million, establishing the small business threshold for this opportunity. Services will encompass all project phases from inception and design through system installation, training, and eventual removal and disposal, with potential incidental construction activities required at the task order level. Prospective contractors should note that this market research effort is designed to gauge vendor capabilities and market availability prior to formal solicitation release.
