About this opportunity

The Defense Counterintelligence and Security Agency (DCSA) is seeking an electronic system that provides real-time access to international criminal, law enforcement, and public safety records over a secure network. The system must enable comprehensive Criminal History Record Information (CHRI) searches across United States local and regional jurisdictions, states, territories, Washington D.C., and Canada. Vendors must demonstrate compliance with Federal Investigative Standards (FIS) and 5 U.S. Code 9101, which governs access to criminal history records for national security purposes. The procurement is specifically designed to support personnel vetting and background investigations for federal government departments and agencies. Interested vendors are required to submit a five-page capabilities statement by April 23, 2025, detailing their technical ability to meet the agency's requirements.

The solicitation encourages participation from small businesses, including Small Disadvantaged Businesses, Certified 8(a) firms, Service-Disabled Veteran-Owned Small Businesses, HUBZone companies, and Woman-Owned Small Businesses. The anticipated contract is structured as a firm-fixed-price procurement with a base 12-month period and four optional 12-month extensions, scheduled to commence on July 1, 2025. The contract will replace the current National Law Enforcement Telecommunication System (NLETS) and is categorized under NAICS code 519290 for Web Search Portals and Information Services. Vendors must be prepared to provide secure network connections for up to 5 DCSA offices and comply with FBI Criminal Justice Information Services (CJIS) Security Policy. While specific award value details are not explicitly stated, the comprehensive nature of the requirement suggests a significant potential contract opportunity for qualified vendors.
