About this opportunity
The Defense Counterintelligence and Security Agency (DCSA) has published a Special Notice announcing its intent to award a sole-source contract to National Law Enforcement Telecommunication Systems (Nlets) for Criminal History Record Information (CHRI) access services. This procurement will be conducted under the Simplified Procedures for Certain Commercial Items authority, with DCSA planning to solicit and negotiate exclusively with Nlets. The contract is classified under NAICS code 519290 "Web Search Portals and All Other Information Services" and falls within the PSC category R612 for Support-Administrative: Information Retrieval. The anticipated award timeline is July 2025, with the contract covering a 12-month performance period. DCSA previously issued a Sources Sought Notice in April 2025 to identify potential vendors before determining the sole-source approach.
The purpose of this contract is to provide DCSA with real-time access to international criminal, law enforcement, and public safety records to support federal investigative standards for background investigations and continuous vetting processes. The services will enable secure network access to CHRI repositories across multiple law enforcement agencies throughout the United States, its territories, Washington D.C., Canada, and potentially other relevant jurisdictions. Interested parties must submit any questions or responses in writing by 12:00 PM EST on June 24, 2025, to specified email addresses. DCSA has emphasized that this requirement focuses specifically on primary CHRI data access rather than comprehensive background investigation services. The business size standard for this procurement is set at 1,000 employees, and the agency expects to release the solicitation directly to Nlets in June 2025.
