About this opportunity
The Office of Naval Intelligence through the Department of the Navy Naval Supply Systems Command has issued a Special Notice regarding a sole-source procurement for Creaform maintenance services. The agency intends to negotiate exclusively with Creaform USA under FAR authorities allowing for single-source acquisitions. This procurement covers continued maintenance of Creaform Handyscan Black + Elite Limited laser scanners that provide reverse engineering support for Foreign Material Exploitation (FME) efforts. The contract will span from fiscal year 2025 through fiscal year 2029 as a firm fixed price arrangement. The notice was posted on August 11, 2025, with the same due date, indicating an immediate procurement timeline.
The primary objective of this Special Notice is to inform the contracting community of the Navy's intent to sole-source maintenance services that are critical to ongoing reverse engineering operations. The maintenance services include software and firmware updates, technical support, repair or replacement of failed equipment, and provision of loaner units during repairs with expedited shipping based on mission urgency. Only Creaform USA is eligible to participate as the original equipment manufacturer, since utilizing other vendors would void warranties and potentially damage the sophisticated laser scanning equipment. The notice explicitly states this is for informational purposes only and is not a request for competitive quotations. Contractors with questions are directed to contact the contracting officer Doris Coleman via email, but no competitive bidding process will occur due to the specialized nature of the proprietary technology requiring OEM servicing capabilities.
