About this opportunity
The Department of the Navy's Naval Supply Systems Command is preparing to procure mobile crane lift services supporting military diver training under an IDIQ contract, with responses due November 4, 2026. No set-aside is used. Performance is at Naval Support Activity Panama City, Panama City Beach, Florida 32407, from January 1, 2027 through December 31, 2031, comprising a base year and four option years.
The government estimates five minimum and 30 maximum medium-capacity lifts annually. These quantities are for planning only, task orders depend on mission requirements and funding availability, and no minimum volume beyond the contract minimum is guaranteed.
Cranes must lift at least 20,000 pounds at a 40-foot operating radius, with a minimum 15-foot hook height at that radius, 180-degree rotation, and boom configuration for extended radii. Pier-side and waterfront work includes lifting equipment from pier to water (submerged to a maximum 20-foot depth) and to moored naval vessels. Qualified military divers perform all below-waterline de-rigging. Before entering NSA Panama City, the contractor must provide documentation and a certificate of compliance showing cranes and weight handling equipment meet OSHA 29 CFR 1926 Subpart CC and applicable ANSI/ASME standards. The contractor must also demonstrate current verifiable crane operation experience, maintain full Florida state licensing, obtain prior written approval for subcontractors, and hold valid operator and rigger certifications. Load plans are due to the NSA PC Transportation Office five business days before scheduled lifts. Routine and unscheduled lift changes require ten business days' notice, and emergent lifts require three days' notice.
