The contractor must provide a 210-ton mobile crane capable of lifting between 65,000 and 100,000 pounds, along with qualified personnel and all necessary lifting equipment to perform the testing according to AVTB Test Operations Procedure (TOP-001 v3.0). Offerors must submit a detailed technical approach demonstrating their capability to fulfill the requirements, which will be evaluated on an acceptable/unacceptable basis, followed by price evaluation. The solicitation requires contractors to be registered in the System for Award Management (SAM) and provide all necessary representations and certifications. The original due date was July 21, 2025, at 12:00 PM Pacific Standard Time, but Amendment 2 changed this to July 22, 2025, at 12:00 PM Pacific Standard Time.

The contract will be structured as a firm-fixed-price arrangement for up to 4 days of service, not to exceed 40 hours total for the entire engagement. Services must be performed at the Amphibious Vehicle Test Branch facility at Camp Pendleton, California, with the performance period extending from August 15, 2025, through August 14, 2026. The contractor will be required to arrive at the AVTB compound one day prior to testing to position and set up the crane, as this preparation process takes several hours and must be completed before the 0700 start time on Day 1. The solicitation does not identify any incumbent contractors or provide specific budget ranges, but emphasizes the critical nature of proper equipment positioning for successful mission execution.
