The CLIN extended description has changed from:

Crane Service to lift a military vehicle several feet off the ground and suspend the vehicle to determine its vertical center of gravity while in suspension. The crane needs to lift at least 65,000 pounds. Vehicle will not exceed 100,000 pounds in total weight. Requirements:210-ton (or equivalent) mobile crane service for 2 days as early as 15 August 2025, with the ability to lift and suspend the ACV-R with precision using cables/slings of specified lengths with a working radius within 25 feet. Location for Crane Services: Amphibious Vehicle Test Branch, Bldg.

The following have been modified:

COMBINED SYNOPSIS/SOLICITATION

1. This is a combined synopsis/solicitation for commercial services in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Government will utilize simplified procedures in accordance with FAR Part 13.

2. This combined synopsis/solicitation is being issued as a Request for Quotation (RFQ) with solicitation number M68909-25-Q-7912. Marine Corps Tactical Systems Support Activity (MCTSSA) intends to award a Firm- Fixed Price contract for Crane Services as outlined in the Statement of Work.

3. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 dated 17 January 2025.

4. The North American Industry Classification System (NAICS) Code for this acquisition is 238990.

5. The vendor shall provide the requirements under a Firm-Fixed-Price basis in accordance with the Statement of Work_Crane Services.

6. The provision at FAR 52.212-1, Instructions to Offeror – Commercial Products and Commercial Services (SEP 2023) and the addendum, applies to this acquisition.

Addendum to FAR 52.212-1, (b) Instructions to Offeror Commercial Items.

Offeror shall include a statement specifying the extend of agreement with the terms, conditions, and provisions included in the solicitation. Quotations shall also contain all other documentation specified herein. The government reserves the right to evaluate the quotations and award without interchanges. Offerors can submit an Alternative Line-Item structure than the format listed above (see FAR 52.204-22 for additional details that apply).

Provide a technical approach with a detailed description of specification of the proposed services in the SOW. The information submitted must be sufficient for the Government to assess the technical capability of the proposed service or item(s) to fulfill the required effort. Quotations shall provide all other required documentation specified herein.

Quotations received after the established response date/time will not be accepted. If you do not receive an email confirming receipt/acknowledgment of your quotation, you may contact the POC above to validate that your quotation was delivered.

Addendum to FAR 52.212-1(c). Period for Acceptance of Offers. The paragraph is tailored as follows:

“The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.”

7. The provision at FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021), applies to this acquisition. Award will be based upon the following factors:

(1) Technical Approach – acceptable/unacceptable

(2) Price

8. The provision FAR 52.212-3 Offeror Representations and Certification – Commercial Products and

Commercial Services (MAR 2025) (DEVIATION 2025-O0004) and Alternate I (FEB 2024), applies to this acquisition.

Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification – Commercial Products and Commercial Services (MAY 2024) and Alternate I (FEB 2024), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.

Vendors must be actively registered in the System for Award Management (SAM); the website is https:

10. The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.

11. The Quotation must be submitted not later than the time and day shown on Page 1, Block 8 of this SF 1449 to

MCTSSA Contracts points of contact via the email addresses in paragraph 18 below.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Technical Approach – acceptable/unacceptable

(2) Price

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
