About this opportunity
The United States Coast Guard seeks firm fixed-price quotations for three training courses—crane operator, rigger, and forklift train-the-trainer—to be delivered at USCG Base Charleston between July 6 and September 30, 2026, with proposals due May 27, 2026 at 12:00 PM EST. This is a total small business set-aside; the procurement is restricted to firms meeting the NAICS 611430 size standard of $15.0 million.
Place of performance is USCG Base Charleston, North Charleston, South Carolina. The crane operator course runs five days for up to four students and covers OSHA 1926.1400 and ANSI/ASME B30.5 standards using a Government-furnished Grove RT765E-2 crane, with classroom instruction, hands-on operation, and nationally recognized certification. The forklift train-the-trainer course spans two days for up to four experienced operators and addresses OSHA 1910.178 standards and instructional techniques for multiple forklift types. The rigger course runs two days for up to 15 personnel and covers ASME B30.9 and B30.10 sling and hook standards, load calculations, and practical rigging exercises. Courses must be conducted sequentially, not concurrently, and may be delivered in any order.
The contractor must provide all instructional materials, manuals, handouts, test materials, training schedules, curriculum outlines (due seven calendar days before training begins), and certification fees. Contractor instructors must hold OSHA-authorized trainer credentials, ANSI/ASME B30.5 compliance, or equivalent professional qualification. The Government furnishes the Grove RT765E-2 crane, two of four available forklifts, classroom facilities, PPE for students, slings and shackles, and fuel.
Service Contract Act prevailing wage determination 2015-4427 Rev. 33 applies to all instructor labor, prime and subcontractor. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability assessed first against Statement of Work requirements; only technically acceptable proposals are eligible for price evaluation. Amendment 00001, issued May 20, 2026, extended the offer due date to May 27 and posted a Question and Answer sheet. Questions must be submitted by 5:00 PM EST May 13, 2026 to adam.s.hitchcox@uscg.mil; answers will be posted by May 15. Point of contact is SKC Adam Hitchcox at (571) 608-4730.
